PROJECT SPECIFICS Background The NCI Agency has been established to meet the collective requirements of NATO nations in capability delivery and service provision related to Consultation, Command & Control, and Communications, Information and Cyber Defence functions.
The NATO Communications and Information Agency (NCI Agency) is dedicated to acquiring, deploying, and defending communication systems for NATO.
It operates against cyber-attacks, collaborating with governments and industry to prevent future attacks.
The NCI Agency plays a crucial role in maintaining NATO's technological edge and ensuring collective defence and crisis management capabilities.
The NIMSC SATCOM Business Unit provides NATO and its Partners with secure and reliable SATCOM Services focused on NATO Operations, Crisis Response, Missions, Exercises, and Business Continuity.
Current State: Our satellite ground stations are experiencing technical challenges due to workforce gaps that require immediate support.
Impact: These issues could disrupt satellite communications operations, impacting mission effectiveness.
End State: By addressing these challenges, we aim to achieve stable and efficient satellite ground station operations with minimal downtime.
Vision and Expected Outcomes The goal is to increase SATCOM support services by seeking technicians to ensure continuous and effective support for satellite ground stations.
The desired outcomes include:
Enhanced reliability and performance of satellite communication systems. Timely resolution of technical issues to minimize operational disruptions. Improved overall efficiency and effectiveness of ground station operations. Responsibilities: The Service Provider will be responsible for the installation, maintenance, and repair of satellite communication systems, including:
Installation and Setup: Complete installation and configuration of all elements of a satellite communication system. Updates/Changes: Hardware and software configuration updates as required. Maintenance and Repair: Conduct regular maintenance inspections and preventive maintenance tasks. Service Delivery Support: Communicate with team members and customers to understand their needs and provide updates and solutions. SERVICE KPIs AND DELIVERABLES Objective KPIs include maintaining accurate records, conducting regular maintenance inspections, and diagnosing and repairing issues promptly.
PAYMENT MILESTONES Payment shall be dependent upon successful acceptance of the Monthly Service Performance Report, listing KPI completion and penalties if applicable.
PRACTICAL ARRANGEMENTS Place of Performance: The contractor will provide the service at the NCI Agency in Lughezzano (Italy).
Travel Requirement: Travel may be required to other locations on an exceptional basis.
SERVICE DELIVERY REQUIREMENTS The Contractor's personnel should fulfil the following requirements:
Ability to work on 24 hr shifts. Security Clearance: Valid NATO-SECRET Personal Security Clearances. Language Proficiency: English: C1 (mandatory) + Local assignment language fluency (nice to have). High school diploma or a degree in electronics or a related field with 10 years of experience required. At least 5 years of experience as a satellite technician or in a similar role. Good knowledge of electronic and RF measurement instruments. Excellent customer service and communication skills. Valid driver's license and reliable transportation. Preferred Certification: CompTIA A+ or Network+ certification.
