Job Title: 29954 -RFR-DTS-017– PowerBuilder Developer
Office Location: Onsite & Remote
Business Days: Up to 24 Months
Duration: The duration of the engagement may be for up to a 24-month term. Due to the nature of projects, there may be exceptional circumstances where the total term may be extended beyond 24 months. The 24-month term is anticipated to start with a 6-month initial term followed by up to 18-month renewal(s).
Onsite hourly rate Remote Hourly rate Description SERVICES AND DELIVERABLES
All Services will be performed on-site with primary location at 215 Garry Street, Winnipeg, in the province of Manitoba, regardless of the location of residence of the Proponent's resource. The service location of the resource may change as a part of the STATEMENT OF WORK between Proponent and Manitoba. Manitoba at its sole discretion may provide an option to work remotely. The remote working rate is the rate at which the proponent's resource will work primarily remotely and called onsite if needed at Manitoba's sole discretion. The onsite rate is the rate at which proponent's resource will work primarily onsite as per the location defined in STATEMENT OF WORK and may work remotely if needed with prior written permission from Manitoba at its sole discretion. The Proponent shall provide discounted remote working rate along with onsite rate for their resources in the submission.
Standard working hours for the resource will be in accordance with Manitoba usual working hours of 8:30 am to 4:30 pm CST (7. 25 hours per day), Monday to Friday. Manitoba offices are closed on all Manitoba statutory holidays, and these days will be unpaid. Manitoba at its sole discretion may decide that at certain times extended working hours are needed to meet project deadlines. But extended working hours are to cover exceptional circumstances and may not be available during the entire duration of the engagement with the proponent's resource. Overtime work cannot be used and billed unless approved by Manitoba with an advanced written approval.
Role Description
The Developer will have a minimum of six (6) years' experience developing new application solutions, upgrading existing applications, and providing continued support to existing applications. The work may include analysis and design of application architecture, application development, application support, providing quality assurance and oversight to a team of developer resources. The role is responsible for designing, developing, and maintaining the portfolio of assigned applications for a department based on the requirements gathered, documented, and submitted by the business.
Responsibilities: Provides detailed estimates of effort for the software development life cycleAssesses service requests for validity and recommends solutionsWorks with Architects to ensure appropriate solutions and technologyDefines development requirements and assists in the integration of third-party tools/applicationsParticipates in quality assurance activities, such as design and code reviewsReviews system and integration testing functionsDevelops application code, architecture, specifications, and technical interfacesTests and maintains functional and non-functional system componentsAnalyzes data integrity issues with proposed and existing systems, recommends and implements solutionsImplements additions and enhancements to existing applicationsProvides application support of existing systemParticipates in problem resolutionDocuments application code and system configuration, along with software maintenance and administrative processesContributes to the creation of technical and operational guides, transition and deployment documents, and change requestsOther software developer duties as assignedSKILL REQUIREMENTS/QUALIFICATIONS
A clean criminal record check status will be required at the proponent's expense prior to the successful Service Provider Resource(s) arriving onsite or working remotely. Maintaining a clean status is required throughout the Proponent's contract. An enhanced background check, completed by Manitoba may be required on certain projects due to the confidentiality of the materials shared with the Proponent. If the proponent fails, they must rectify at their own cost and time.
The following are minimum qualifications and/or experience for the delivery of the Services:Minimum of six (6) years of experience developing new application solutions, maintaining existing applications, and providing ongoing production supportMinimum of five (5) years' experience as a PowerBuilder DeveloperMinimum of three (3) years' experience with design, development, and analysis of relational databases including development of stored proceduresMinimum of two (2) years' experience maintaining and enhancing existing legacy applicationsExperience with version control systems (e. g. Team Foundation Server)Operational knowledge of Microsoft SQL Server, including experience working with SQL Server to create and administer databasesAbility to show discretion and a high attention to detail around security when working with sensitive dataExcellent communication skills and ability to work in a team environment; oral, written, and presentationExtensive knowledge of data processing, n-tier technology platforms, and software applications in an enterprise environmentDemonstrated understanding of systems networking, information security, relational databases, and web services design standardsExperience in the development and implementation standards, procedures, and guidelines to support operational processesStrong analytical and problem-solving skillsStrong interpersonal skillsExcellent listening skillsIt is preferred that the Resource has the following qualifications or experience:Experience programming in. NETExperience with data visualization tools such as Power BIExperience working with databases and associated tools in Microsoft AzureExperience converting Sybase to SQL ServerExperience with additional programming languagesKnowledge of web development technologiesKnowledge of cloud-based services (e. g.
