Hauptaufgaben Employee serves as Senior Management Analyst in the U. S. Army Garrison Italy Directorate of Public Works (DPW), Business Operations and Integration Division (BOID), with responsibility for formulation, forecasting, implementation, and maintenance of real property analysis programs in support of Real Property Maintenance Activities.
This management analysis ranges from the routine to the complex analysis, may not be covered by established policy or precedent, and requires skillful interpretation of available data from the General Fund Enterprise Business System (GFEBS), Real Property Management Systems (e. g.
BUILDER, PAVER, and ROOFER), Projects, budget documents, IMCOM guidelines, ARMY Regulations, etc. , so that on-going and future DPW programs and operations can be reviewed and influenced in a timely manner.
Leads a branch of 5 Local Nationals varying in grade from UA-04 to UA-01 in accomplishing all tasks assigned.
Coordinates and supervises the execution of the DPW budget within the General Fund Enterprise Business System (GFEBS) and ensures accomplishment of DPW goals, objectives, services and projects at the least possible cost within available resources.
Plans and conducts in-house training related to use of GFEBS in work management techniques and procedures.
Prepares Standing Operating Procedures (SOP) and business processes for executing DPW work using GFEBS.
Utilizes GFEBS as the IMCOM System of Record (SoR) to acquire a variety of resource and cost related reports, analyzing information to provide resource and cost related information to management.
Serves as DPW manager for coordination and collection of Installation Status Report-Services (ISR-S), Installation Status Report - Infrastructure (ISR-I), Common Levels of Support (CLS) and Performance Assessment Review (PAR) data.
In coordination with applicable ISR-S, ISR-I and CLS service "owners" within the DPW, performs analysis on output and outcome data and integrates results into the PAR.
Gathers, analyzes, and acts on a variety of information pertaining to the full spectrum of DPW programs and services, specifically: cost, schedule, and performance data.
Responsible for the Directorate Risk Management Internal Control (RMIC).
Ensures that proper internal controls are in place, adhered to, modified as required, and that all requirements are in accordance with higher echelon guidance.
Takes corrective actions where necessary or resolves the issues to the satisfaction of higher management.
Serves as the Subject Matter Expert (SME) on all matters pertaining to DPW Real Property sustainment.
Maintains and monitors GFEBS as the Real Property System of Record and also manages and monitors supporting Real Property databases (e. g.
BUILDER, PAVER ROOFER, ISR), ensuring databases are up-to-date and reporting requirements are accomplished.
Enters data and pulls reports from GFEBS, projects, PWAM, ISR-I, BUILDER, PAVER and ROOFER.
Compiles and analyzes data on a continual basis to determine whether installation operations, maintenance and repair requirements are being provided in the most efficient, cost effective, and productive manner.
Provides results with recommendations to DPW management and Garrison Command Group for review and action.
Manages the Information Technology staff within DPW to implement new processes and modify existing processes.
Analyzes DPW IT and data collection processes looking for improvement through procedural changes.
Participates in the development and establishment of directorate and installation strategic planning initiatives, focusing on evolving missions, doctrine, force structure, and infrastructure requirements that support strategic planning initiatives.
Coordinates with functional components and serves as a focal point in coordination and consolidating data, drawing conclusions, and making recommendations.
Participates in the development, implementation, and integration of management systems, programs, and procedures for command monitoring, assessment, and direction of subordinate base operation activities.
Conducts special and routine analyses to identify and resolve programmatic issues.
Studies data requirements for decision-making, recommends data collection procedures to meet these requirements, and utilizes statistical analysis techniques as required.
Performs personnel management responsibilities.
Supervises five personnel ranging in grade from a UA-04 Resource Assistant to UA-01 Program Analysts/IT Specialist.
Plans work to be accomplished, sets priorities, and makes work assignments based on urgency of the work and subordinates' capabilities.
In addition to planning regular work assignments, prepares plans to meet substantial changes in workload; justifies revisions in staffing levels, work priorities and deadlines.
Develops and reports to higher management estimates of budget requirements.
Develops and issues written instructions and standard operating procedures and ensures compliance.
Keeps employees informed on management goals and objectives, as well as changes in regulations, policies, and procedures governing the work.
Prepares formal requests for personnel actions.
Reviews position descriptions and ensures accuracy, participates in interviews for candidates for jobs, makes recommendations for appointments, promotions, or reassignments.
Identifies training needs of employees and ensures professional development and other training opportunities are provided.
Ensures that subordinates comply with applicable safety standards and practices.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08. 00 to 17. 00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the "Qualification Standards" published by U. S. Office of Personnel Management, as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-01 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
NOTE: Incumbent must possess knowledge of and fluency in both the Italian and English languages with excellent writing skills.
