Serves as a leader within the central resourcing team. Manages and supports rollout and adoption of all new resourcing guidelines and processes. Contributes to and develops documentation of standard processes and training material related to central Resourcing. Manages global resourcing discussions with all internal stakeholders for assigned resource subsets/roles while also overseeing other team members to ensure consistency and standardization in approach. May oversee strategic client accounts from a resourcing perspective. Brings strategic maturity in the fold to help mitigate resource solution conflicts and balance competing priorities. Manages demand planning efforts, including prioritization and distribution of workload, in order to provide strategic direction to Operations management and Talent Acquisition teams for optimal courses of action. Provides input related to candidate profile requirements (experience, location, etc. ) based on business need. Plans for onboarding and training of new team members into Central resourcing.
JOB RESPONSIBILITIES Maintains primary ownership of one or more resource subsets/roles from a resource solutions perspective, as assigned. This can also encompass resourcing planning for strategic client accounts or large portfolios of work. Maintains core contact with internal stakeholders to facilitate key decision making. Highlights data integrity and assignment related issues and works with business partners to resolve them. Shares trends with respective central resourcing and/or operations management teams. Serves as internal first escalation (within Central Resourcing team) for resource solutions that result in conflicts between business need and employee development/preferences. Onboards new team members into Central Resourcing team and provides input for workload plan for assigned scope of work. May develop and deliver training on resourcing toolsets, supporting Job Aids and process guidelines for Central Resourcing team members or other internal stakeholders, as needed. May represent Central Resourcing leadership on cross functional calls to provide strategic guidance and/or process improvement input. Manages complex or urgent cross-resourcing requests and formalizes solutions. Assists with escalations or senior level requests. Shares lessons learned and best practices across other Syneos Health BUs and Functional Groups to establish higher levels of standardization and efficiencies where possible. Manages confidential information regarding upcoming resource leaves, terminations, or organizational changes. Assesses HR-related accommodation requests for viability within the context of project needs. Establishes partnerships with key business liaisons and ensures communication and sharing of information. Acts as an extension of the Business Unit operations teams to efficiently allocate resources and support financial health. May participate in and/or complete action items from Project Review or Executive Clinic process. Assist in the development of contingency plans and risk mitigation strategies, related to resourcing, to ensure project delivery. Negotiate and resolve resourcing conflicts. Collaborates with Operations Management to create pathways for Syneos Health resources for career advancement in alignment with business needs. Reviews productivity metrics overview for trends to provide strategic input to Operations management for necessary actions as it pertains to efficient utilization of resource pool. Provides continuous process improvement suggestions to Director, Clinical Resourcing or above and supports adoption of changes. Supports the rollout and training of resource planning methodologies and adoption into systems based on role, project and BU. Manages resource process outputs to established SLAs and KPIs. Support Change Management, including adjustments based on emerging business or technical opportunities and challenges. Drives compliance with resourcing toolsets across internal stakeholders. May have Clinical Resourcing Specialists (of various levels) and Managers, Clinical Resourcing as direct reports. Performs other work-related duties and projects as assigned. Qualifications QUALIFICATION REQUIREMENTS Min BA/BS degree in business, management, or in the science/health care field or equivalent combination of education and experience, but higher degrees (MSc, MBA, PhD is preferred). Several years of resource management experience including resourcing/logistics experience, in a contract research organization, pharmaceutical or bio-technology company, with global responsibility and with customer facing experience. Direct and relevant clinical research experience. Excellent communication, presentation, interpersonal, and change management skills, both written and spoken English, with an ability to inform, influence, convince, and persuade. Strong time management, technical and organizational skills. Ability to work independently and within a team environment. Knowledge of basic financial concepts as related to forecasting and budgeting. Understands project budgets. Ability to handle multiple tasks and meet deadlines while delivering high quality work in a dynamic environment is essential. Attention to detail with excellent documentation skills and ability to continuously anticipate and solve problems using poise and effective interpersonal skills, with a team-oriented approach. Excellent computer skills in Word, Excel, PowerPoint, Email, and Internet are required. Must be able to embrace new technologies. Willingness to facilitate EU and North America time zone for client meetings whenever needed, as well as minimal occasional travel for client visits.
