Attorney-Advisor (General)
Duties**:
- Serves as a legal advisor to the Commander, of the assigned Military Intelligence Brigade and subordinate commands on matters pertaining to Administrative Law, Ethics, Contracts, Fiscal Law, and Civilian Personnel Law.
- Provides legal counsel on law, Executive Orders, Department of Defense Instructions, and regulations concerning the conduct of intelligence and national security activities.
- Provides advice and training to commanders and staff on various legal topics including Ethics, Administrative Investigative Procedure, Freedom of Information Act (FOIA), Privacy Act, labor grievances, and civilian personnel law.
- Advises investigating officers concerning questions that arise during their investigations.
- Prepares legal opinions on Freedom of Information Act (FOIA) and Privacy Act on all matters involving the release or potential release of intelligence and CI sensitive information, operations, or activities.
- Evaluates government funding documents, proposed contracts, task orders, and statements of work for legal sufficiency and compliance.
- Develops and presents training classes on various legal topics to military and civilian employees required by policy and regulation.

- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be a member in good standing of the bar of any state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary Duty (TDY) Travel may be required 25% or less of the time.
**Qualifications**:
- Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their applicant shows possession of the following knowledge, skills and abilities (KSAs) associated with the position.
- 1.
Ability to analyze and problem-solve a wide variety of legal issues related to intelligence and national security law.
knowledge of the statutes, regulations and case law related to intelligence and national security law.
- 2.
Knowledge of federal and/or department of the army administrative law to include statutes, regulations, and case law concerning the conduct of various types of investigation, personnel action, and other administrative practices required.
- 3.
Knowledge of federal and/or department of the Army's Freedom of Information act (FOIA), Privacy Act (PA).
- 4.
Knowledge of federal and/or department of the army ethics, standards of conduct, executive orders and regulations.
- 5.
Knowledge of federal and/or DoD and Army civilian personnel laws and the ability to litigate sensitive cases before the equal employment opportunity commission nd merit system protection board,
- 6.
Knowledge of federal and/or department of the army fiscal law and the federal acquisition law. - The following minimum qualification requirements must be met before applicants are eligible for further consideration:
**EDUCATION**: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
**BAR MEMBERSHIP**: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
**EXPERIENCE**: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.
- Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
