An advanced degree is required, preferably in a relevant discipline (e. g. , Law, Political Science, International Relations, Public Policy, and a Ph. D. preferred).
- A minimum of 10 years of experience representing companies before national and local policymakers or, alternatively, in Government or diplomacy.
- Knowledge of European Union (EU) and Eastern Europe and Central Eurasia countries' regulation frameworks and policies.
- Fluent in Russian, English and another regional language, spoken and written.

The Manager will join a growing, dynamic team and be able to enhance AWS' advocacy before primarily state and local policymakers in Eastern Europe and Central Eurasia.

The AWS Public Policy Manager, Eastern Europe and Central Eurasia, will develop and execute strategic National and Regional government affairs objectives for engagement on AWS business and policy priorities at all levels to support our growing business in Eastern Europe and Central Eurasia.
This position will lead State and local government outreach and establish relationships with public officials in local communities.
This position will also be responsible for engaging on National and Regional regulations, working closely with outside consultants and our trade associations.
The position will involve a significant amount of travel in the future and will preferably be based in Brussels, Munich, Rome or Warsaw.
Key job responsibilities
Reporting to the AWS Public Policy CEE lead, the AWS Public Policy Manager, Eastern Europe and Central Eurasia, will:
- Develop, lead and implement government affairs advocacy objectives and policy/political priorities for Amazon Web Services (AWS) across Eastern Europe and Central Eurasia;
- Work collaboratively and transparently with the AWS business units and other Amazon teams to ensure alignment between core business priorities, public policy goals and "go to market" strategies;
- Provide effective business education on policy requirements, including delivery of localized training, tailored to specific countries, business and support function needs;
- Assess and communicate potential regulatory threats and government sector market segment (revenue) opportunities and threats, develop mitigation or enhancement strategies and policy positions, and coordinate external advocacy efforts, outreach programs and key initiatives in concert with AWS business objectives;
- Identify and support opportunities for incentives and other Government development programs;
- Facilitate high-level meetings between AWS executives and key stakeholders, including senior government officials, regulators, industry associations and alliance partners to promote and advocate the company's public policies.
- Manage and participate in relationships with associations, including but not limited to the local American Chamber of Commerce, to enable an unrestricted, transparent and technology friendly regulatory environment for the growth of AWS.
- Ensure appropriate utilization of high judgment, high integrity outside consultants.
- Knowledge of the policy making, procurement process and digital transformation framework in Eastern Europe and Central Eurasia countries.
- Self-starter who can take general direction and produce specific results.
- Ability to identify and understand key technical aspects pertaining to corporate operations in legislative and regulatory proposals, understand business implications, and synthesize policy documents for internal and external customers.
Think critically, process data from multiple sources, forecast potential scenarios, prioritize based on probability and desired outcome, and recommend a best course of action.
