**BACKGROUND AND PURPOSE OF THE ASSIGNMENT**:
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide.
As such, nutrition is integral to our mission of reaching Zero Hunger and the Sustainable Development Goals (SDGs).
As WFP is increasing its nutrition focus, it is important to bolster staff understanding of the central role of nutrition in achieving WFP's wider mission and the roles we each play in promoting good nutrition.
Furthermore, a cornerstone of the SDGs is the support that agencies such as the UN and specifically WFP can give to governments to reach their commitments to Agenda 2030.
Achieving increased capacity in nutrition both within WFP and with partners, especially government partners, has been articulated in a comprehensive in WFP's Nutrition Policy and Country Capacity Strengthening work.
To implement the new corporate strategic plan, countries are developing multi-year, country-level strategies called Country Strategic Plans and Interim Country Strategic Plans.
Most of these plans include Behaviour Change and Demand Creation interventions for supporting nutrition-specific and nutrition-sensitive objectives and outcomes.
Many plans also include a combination of activities to address the double burden of malnutrition.
These activities include direct implementation and support to partners and governments in the form of technical assistance and country capacity strengthening.
The scale of cash programming and the increased focus on social protection present unprecedented opportunities to influence diets, and behaviour change is required to empower recipients of cash assistance to meet their needs and maximize the nutritional value of their purchases.

There is well-defined demand for tools and capacity to implement behaviour change and demand creation as a complementary intervention across many country contexts and programme needs.
Therefore, there is a need to make available tools and guidance, increase learning exchange for best practices and document evidence of the impact of behaviour change interventions in supporting the achievement of programme objectives and improved nutrition outcomes through a range of WFP programming.
**ACCOUNTABILITIES/RESPONSIBILITIES**:
The consultant will report to the SBC Specialist lead in the Nutrition Integration team and work in collaboration within the Nutrition Integration team, all units of the Nutrition Division and other divisions including VAM/RAM, CBT, Social Protection, Food Systems and Resilience and Supply Chain.
The consultant will be expected to draw on their experience designing and operationalizing and providing technical assistance to governments.
The Behaviour Change consultant will be expected to support the following:
- **Provide support for the use of behaviour change and demand creation as an essential cross-sectoral complementary intervention for enhancing programme design and achieving programmatic objectives including improved nutrition outcomes.
- Develop programme specific guidance for the use of behaviour change including school-based programming (school feeding), retail and rice fortification.
- Provide support to inter-unit behaviour change community of practice for engagement across NUT division (including M&E and research) and document learning and evidence.
- Support improvements in monitoring and evaluation of behaviour change, including strengthening programme impact pathways.
- **Support capacity building of WFP RBs, COs, governments, and partners in behaviour change**.
- Support RBs and COs in the development of proposals, strategies, and tools for capacity building, design and implementation of behaviour change policies and strategies.
- Support capacity building for the design, implementation, and evaluation of behaviour change through technical assistance to RBs and COs and an exceptional basis through TDY.
- Coordinate technical assistance and learning generated through the utilization of the long-term agreements for behaviour change technical services by Regional Bureaus (RBs), Country Offices (COs) and HQ.
- **Contribute to the global evidence base for the use of behaviour change for improved nutrition outcomes across WFP's work with people and communities, national actors and systems and partnerships.
