JOB TITLE & JOB CODE PURPOSE OF THE JOB Deliver a winning proposal, with a defined scope, accurate QCDP commitments, in a timely manner and within the defined tender budget. ORGANISATION Organisation structure (job belongs to. . ) Reports directly to: Other reporting to: NA Direct reports: NA Network & Links Internal Tender team, Involved units, Platform, Support functions (Financing, Tax, Legal, Insurance, Tender Support & Control, Marketing & Pricing, Design & Styling etc. )External Partners & Customer if applicableMAIN RESPONSABILITIES Pretendering (when relevant):Co-ordinate internal activities to identify and understand Customer's needsPromote the Company and its productCo-ordinate internal activities to influence Customer SpecificationEnsure compliance with applicable Alstom rules & instructionsPMT-PRO-001, Code of Ethics & Compliance, EHS, Railway Safety, Quality, Project Management Manual (PMM), etc. Work in close relationship with Tender Leader and the full tender team including other Sub-System bid managersBuild in liaison with the Tender Leader the schedule to prepare the offerPrepare & Issue the Instructions for Quotation (IFQ)Support Tender Leader in defining bid commercial strategySupport Tender Leader with PartnersSupport or act in lieu of Tender Leader for Customer interaction during tender phase (Q&A collection, administrative documentation etc. )Support Tender Leader to perform the Detailed Requirement Capture (Commercial part)Support Tender Leader in the updating of the information in Wall. CSupport to manage the budget according to Tender Costs Authorization ProcessPropose the offered solutionPerform the Detailed Requirement Capture and Issue Contract Data Requirements ListAgree with the Platform and the Tender Leader how gaps are addressedEnsure offered solution compliance versus Customer requirements and internal product strategy; Identify deviationsPrepare compliance matrixManage QCD optimization (in liaise with Bid Costing Manager if any) and obtain clear commitments from different actorsIdentify, analyze and evaluate QCD gaps & manage the QCD reviewDefine interfaces and allocate between actors the cost targets, contractual obligationsCheck, challenge and properly consolidate documented commitmentsPrepare the documentation necessary to submit to CustomerPrepare the technical description of offered solutionPrepare the technical clause by clause and/or list of derogationsPrepare the project master schedulePrepare the price list and bill of quantities (if any) in line with Tender Leader and Finance Tender Manager instructionsPrepare administrative documentation upon delegation by Tender Leader. Keep records of all documentation produced for tender preparation (RFP, Q&A, Presentations, letters, contract …) and traceability until contract signature (Tender Logbook)Participate to the contract negotiationsAttend Customer negotiation meetingsVerify feasibility of evolutions requested versus the offered and approved referenceUpdate QCD data and obtain revised QCD commitments from different units, validate QCD commitment for each release of the tenderEnsure that all Customer questions have been answered, in line with commercial strategyContribute to Return of Experience (REX) through the Win-Loss Analysis in liaison with Tender Leader and Market Pricing & StrategySupport Project Manager in first project review (CPR0) preparationPerformance measurements: (On Time Delivery (OTD), QCD, Sales, Orders, Gross margin, etc. )
Provide documents in time in compliance with the tender requirementsGap between Tender Review Meeting (TRM) and Project Review (CPR0)Compliance with Tender cost budgetData updated and recorded in Wall.
