**BACKGROUND AND PURPOSE OF THE ASSIGNMENT**:
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

Every day, WFP works to ensure that nobody goes to bed hungry and that the poorest and most vulnerable, particularly women and children, are able to meet their food and other essential needs.
WFP endeavours to reach as many people in need as possible utilising available resources.
This means making sure that assistance reaches the most vulnerable, while limiting the risk of assistance going to non-intended persons.
A key component of WFP's Assurance Framework is the tracking of payment cards throughout their lifecycle to ensure that the selected beneficiaries are in possession of active cards.
Approaches to card tracking apply, but in different ways, to both digital cash and voucher transfers and in-kind operations.
The Cash-Based Transfer (CBT) Division in HQ has been tasked with leading on WFP's corporate systems and services for identity management for WFP's in-kind and CBT programmes.
CBT intends to support WFP Country Offices, and in some cases partners and governments, to digitally manage card inventory and card distributions, and will do so through a service-model that includes clearly defined and agreed deliverables, transparent costs and overall excellent service provision to WFP country offices and other clients.
CBT is therefore recruiting a Business Analyst role who will support in the developing, packaging and delivering of the global card service.
This role is based in Headquarters (HQ) in the Cash Based Transfers division (CBT).
**Job Purpose**:
Develop and document business requirements in close collaboration with field and operational staff.
Perform high-level country office assessments and process mapping to identify current gaps and needs and develop service provision propositions.
Support the rollout of the Payment Instrument Tracking Application to Country Offices in collaboration with relevant stakeholders (COs, RBs, HQ).
Perform quality assurance of digital solutions to ensure they meet end-user and operational needs.
Support the Delivery Team Lead on service management and delivery activities to achieve excellent client satisfaction.
**RESPONSIBILITIES**:
- Draft high-level business requirements and designs of digital systems supporting card services, following a Human-Centered Design (HCD) approach.
- Organize and deliver product demos, answer general service questions, and actively engage with interested Country Offices and relevant stakeholders.
- Prepare and deliver key service delivery artifacts such as implementation plans and monthly consumption reports for Country Offices.
Support the management of external vendor timesheets and purchase order requests.
- Lead the rollout of the Payment Instrument Tracking product, in coordination with impacted stakeholders.
- Support the research and development of potential use cases for card services, including business value added, end-user needs and impacted areas.
- Deploy on mission, provide field support and deliver trainings as needed.
**QUALIFICATIONS & EXPERIENCE REQUIRED**:
**Education**:
University Degree or Advanced University Degree in international relations, political or economic science, business administration, computer and information systems or other relevant academic areas.
**Experience**:
At least 3 years of relevant progressive work experience in humanitarian or private sector.
Experience with designing and implementing humanitarian in-kind or cash programmes is key.
Field experience in humanitarian operations is essential.
**Knowledge & Skills**:
Microsoft Office, data collection tools, database technologies and project management methodologies.
Experience and ability to effectively engage and coordinate across a variety of stakeholders.
Knowledge of the Agile SCRUM methodology is desirable.
**Languages**:
Fluency (level C) in English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP's working languages) is desirable.
