Job DutiesPurchases goods and services (under contract)Solicits verbal and written quotes as requiredMaintains state award contract filesMay supervise and/or assist in training lower-level buyersPrepares purchase ordersCoordinates with managers at the Physical Plant, Motor Pool, Security, Deputy Warden, and Warden in the ordering of required commoditiesComposes bids/proposals and quotes by researching the commodity area, specifications, and contractual termsDevelops bids to fulfill departmental requirements and best interestsAnalyzes the proposals submitted and seeks the end user's inputPrepares an award recommendation for the manager's approvalResearches new sources and maintains a list of vendors able to service the departments' needsInterviews and corresponds with vendors regarding pricing, availability, and market trendsContacts vendors regarding any discrepancies in pricing, shipping, or delivery time framesPlans and participates in commodity surveys, analyzes the results, and takes necessary actionDrives on State businessPerforms other duties appropriate to the assignmentKnowledge OfArizona Procurement Code and departmental policies and procedures relating to purchasingPurchasing business practices and proceduresMathematics and general accounting practices/techniques, standard commodities, and productsSource of supply, statewide, local, national markets, and price trendsComputers and software applicationsEnglish including grammar, spelling, and punctuationOffice procedures and equipmentSkill InMathematicsVerbal and written communicationsPrioritizing, multi-tasking, and organizing tasksProviding a high level of customer serviceOperating a calculatorTyping work assignments to achieve timely resultsAbility ToCommunicate effectivelyLearn and adhere to the ADCRR policies and proceduresMake arithmetic calculations rapidly and accurately using a calculatorApply sound critical judgmentEstablish and maintain interpersonal relationships with all levels of the organization and the publicSupervise and mentor subordinate staffWork in a prison environmentSelective Preference(s)Two (2) years of experience equivalent to a Buyer I; or a Bachelor's degree from an accredited college or university with a major in purchasing and one (1) year of experience. Pre-Employment RequirementsEmployment is contingent on the selected applicant passing a background investigation and drug test. If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply.
Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks.
The license must be current, unexpired, and neither revoked nor suspended.
Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training.
An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A. A. C. )
R2-10-207. 11). In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter. All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
