BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The mission of OIGI is to conduct independent investigations into allegations of misconduct involving WFP staff, contractors and other applicable persons. The Consultant will deliver her/his work individually or within a multidisciplinary team.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. The Consultant will report to the Director, Office of Inspections and Investigations (OIGI) and/or her/his delegate as appointed by the Director of OIGI. The consultant will specifically deliver her/his work either individually or within a multidisciplinary team. The ultimate goal and mission of OIGI is to conduct independent investigations into allegations of misconduct involving WFP staff, contractors and other applicable persons.
2. Under the supervision and direction of the OIGI Director or her/his delegate, the Consultant will generally be responsible for the following duties:
3. Carry out office and field-based investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations;
4. Review and assess complaints and allegations, formulate investigation plans, review and analyse all information to determine its relevance and reliability, conduct interviews of staff and other involved parties, obtain and analyse potential documentary and electronic evidence, conduct investigative research, and determine the appropriate presentation of investigative results;
5. Prepare, plan, record and conduct interviews;
6. Prepare and draft investigation reports and ad hoc briefs pertaining to investigations;
7. Prepare recommendations for corrective action and improved controls, effectiveness, or efficiency of WFP operations based on the findings of investigations;
8. Regularly appraise progress of investigations and assess probable impact of investigation outcome relative to strategies and advise colleagues;
9. Perform other related duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Investigation Reports and other investigative products as per OIGI standard practice.
QUALIFICATIONS & EXPERIENCE REQUIRED: Education:
An advanced university degree in finance, criminology, law or a related relevant field. Training from a police academy, law enforcement or similar government agency, with extensive experience in investigations, can be considered in lieu of a university degree.
Experience: At least twelve years of progressively responsible professional experience related to investigations, with a proven track record in planning, leading and executing investigations, and with a focus on fraud. Previous experience in the conduct of investigations with a UN organization or international financing institution and working in developing countries is an asset. Thorough knowledge of UN staff rules and procedures is an asset.
Knowledge & Skills:
Full and in-depth knowledge of all aspects of investigations work, especially in an International environment. Good understanding of linkages between policy and operational practices.
Languages:
Written and oral proficiency (native or fluent) in English is essential for this position. Knowledge of another UN official language (French, Spanish, Arabic, Russian or Chinese) or Portuguese is an advantage.
