Contract Maintenance Manager
Job Title**: Contract Maintenance Manager - Government Services - Aviano, Italy

The CMM shall be technically qualified in the field of Healthcare Facilities Maintenance Management and have five (5) years' experience in US medical/health care (bedded-inpatient) facility operations and maintenance, including two (2) years of supervision of a diversified work force responsible for 24-hour (24/7/365) operations, maintenance and repair of medical facility systems **or **Ten (10) years' experience in US medical/health care (bedded-inpatient) facility operations and maintenance, and substituting supervisory experience with a Bachelor of Science Degree in either an engineering discipline or management.
- Certified Healthcare Facility Manager (CHFM) preferred
- Strong understanding of Environment of Care / Life Safety Code standards as they relate to The Joint Commission (TJC).
- Working experience with NFPA, EPA, TJC, OSHA codes and standards
- Five (5) years' experience with TJC compliance as required for healthcare facilities
- All employees must have proof of U. S.
Citizenship, a valid state driver's license and a passport and must be eligible for base access throughout the project geographic scope
**Essential Duties & Responsibilities**:
- Manage safety, maintain buildings, grounds, and equipment and to procure or generate utilities and their distribution systems.
Also coordinates major construction and renovation programs.
- Knowledge of engineering and construction principles, practices and procedures, applicable laws and government regulations, principles of management.
- Computerized programs in Preventative/Corrective Maintenance, Construction, Financial Management, Energy Control and Renovations and Modifications.
- Reviews and evaluates existing programs, services, policies and procedures and recommends program and/or process improvements.
- Meets with Contracting Officer Representative (COR), medical, administrative and supervisory staff, as well as community groups, agencies, contractors, architects and engineers to plan, organize, coordinate and/or communicate programs, services, policies and/or procedures.
- Monitors flow and quality of work to assure timely completion of workload and adherence to facility's standards and regulations.
- Ensures adequate inventories of supplies and approved requisitions for equipment, supplies, etc. , as authorized.
- Prepares and controls departmental budgets, including utilities energy savings program.
- Prepares and maintains a variety of departmental records and reports.
- Manages and ensures compliance with TJC, State Health Department, EPA, DEP, ADA, UST, etc.
**Plans, coordinates, and monitors construction and development of physical facilities.
- Reviews, evaluates, and recommends approval of plans for construction.
- Advises on structural changes and additions and/or modifications to buildings.
- Interviews independent contractors to receive and analyze bids, including blueprint analysis of proposed changes.
- Submits bids and recommendations to administration for consideration.
- Serves as liaison with contractors, architects, engineers and material and equipment suppliers.
- Negotiates with outside vendors for preferred agreements.
- Responsible for grounds care and snow removal.
- Responsible for in-house fire response team.
- Performs other services and duties, as delegated, and serves on a variety of facility committees as required by administration.
**Qualifications**:
- Must have proven experience in all aspects of facility maintenance management, including managing budgets and full knowledge of business operations
- Should be highly motivated, self-disciplined, with a passion for outstanding customer service, comfortable in fast paced environments
- Ability to read, comprehend and transmit complicated detailed instructions in writing and verbally.
- Ability to communicate effectively in English in written format and oral presentations.
- Ability to speak and read in the host country language at an advance level
- Ability to multi-task and establish priorities.
- Proficiency with DMLSS-FM a plus
- Must be able to reside in the host country
**Education**:
- Bachelor's degree in engineering, management or equivalent mechanical/electrical operations experience
- Certified Healthcare Facility Manager (CHFM) Certification Desired
**Computer Skills**:
- Proficient in the use of Windows based office software including but not limited to Microsoft Office, Word, Excel, PowerPoint and Outlook.
