The Business Control Office (BCO) empowers ING to be in control of all non-financial risks and to deliver compliant best-in class customer experiences at the right cost by providing a consistent, holistic, and process-based view on risks and controls, and providing the capabilities to ensure processes improvement
The BCO and Sourcing Specialist will work on non-financial risks performing walkthrough of an End-to-End business process assessing and identifying risks following policies procedures and guideline, designing mitigating and evaluating controls, tracking and monitoring identified gaps and reporting to the management in a structured way.
**Key responsibilities
PHASE IN
Before entering in Sourcing arrangements (Phase In), the BCO and Sourcing Specialist provides support to Service Owners in complying with the Sourcing procedure and controls.
In particular, the BCO and Sourcing Specialist:
- supports Service Owners providing methodology and tools to draft all relevant documents for the make or buy analysis and the risk assessment.
- is responsible for the collection of all relevant documentation.
- is accountable for the accuracy and completeness of the documentation of the Sourcing initiative.
- ensures that Sourcing of critical and important functions is notified to the relevant Authorities, if necessary; during the drafting of an arrangement, coordinates all relevant stakeholders supporting the Service Owner in complying the contractual framework, in collaboration with the Procurement department.
SOURCING LIFECYCLE
During the execution of a Sourcing arrangement (Sourcing lifecycle), the BCO and Sourcing Specialist
ensures that Contract Managers monitor arrangements and is responsible for the maintenance of the Outsourcing register.
In particular, the BCO and Sourcing Specialist:
- provides early warning regarding renewal and retention of Sourcing arrangements.
- ensures that both Contract Managers and Control Functions adhere to the Sourcing control framework.
- ensures that tests of key controls within the Sourcing process are carried out on a continuous basis.
- ensures that Contract Owner/Manager addresses Sourcing related issues and action plans.
- ensures that Contract Owner/Manager performs audits on service providers.
- ensures that specific audits (e. g.
GDPR related, IT related, etc. )
are performed;
- ensures that any material changes pertaining to the arrangement, or the service provider (including changes to the scope of the arrangement or of the sub-contractor) are promptly shared with the Contract Owner.
- collects, from Contract Managers, information on the service provider performance as well as on any critical issues emerged during the sourcing.
- is responsible for the collection, storage and management of service provider scorecards.
- is responsible for the collection of all relevant documentation for the strategic review.
- is responsible for maintaining the Outsourcing register.
- regularly updates the Sourcing Advisory Board on the performance of arrangements pertaining critical and important functions.
PHASE OUT
During the exit from a Sourcing arrangement (Phase Out), the BCO and Sourcing Specialist:
- collects, from Contract Managers, information on the need to terminate an arrangement.
- ensures the correct execution of the exit strategy.
OTHER ACTIVITIES
- Support process control design, considering effectiveness, efficiency and customer experience
- Facilitate gap analysis and monitor the remediation of gaps related to (new) global policies, control standards and regulatory requirements
- Perform and/or coordinate Key Control Testing
- Coordinate the timely definition, capturing, monitoring and reporting on issues
- Facilitate risk and control dashboard per value chain, process, policy and risk category
- Ensures that a robust governance over the management of the product approvals/ reviews and of the internal policies and procedures is available, formalized, maintained and properly communicated.
- Cooperates with the other areas of the Department to facilitate the harmonized development of an overall framework covering processes, risk and control logs and internal documentation (policies and procedures).
**Education and Technical Skills
- At least 6/7years experience in procurement/outsourcing governance
- Previous experience in a leading BPO and/or consulting company on financial services back-office outsourcing is a plus
- Knowledge of outsourcing benchmarking, market analyses
- Knowledge of contract terms and conditions
- Excel modeling skills and PowerPoint presentation skills
- Fluent English (written and spoken)
- Master knowledge in sourcing process governance and regulations as a plus
- Previous experience in Banking industries as a plus
