Country Logistic&Supply Representative
Panoramica:
**Background
In 2020 MSF OCB has handed over the responsibility for the implementation of their Operations in Italy to MSF Italy.
To handle the new projects, MSF Italy has established a new Department of Programmes, composed by a Humanitarian Affairs unit, a Medical unit and an Operations unit which includes 3 Projects: Palermo VoT, Rome SRH and Sea Landings based in Calabria and Sicily.
ResponsabilitÃ:
**Scope, reporting lines
Ensuring the correct planning, implementation and monitoring of the logistics activities and programs in the projects and coordinating human and material related resources needed, in accordance with MSF standards and protocols in order to contribute to the proper development of the mission and to optimize the impact of the medical projects.
The Country Logistic&Supply Representative is a Member of the MSF Italy Operations Coordination Team reporting to the Head of Operations and is the country focal point for Logistics and Supply for the Regional Support Team.
**Main tasks and responsibilities
- In collaboration with the Field Coordinators, and LogSupply manager in the field, defining, implementing and monitoring logistics and supply activities and when needed, the logistics operational priorities, according to MSF project plan, standards and protocols.
- Participating in the development of the policies, annual plans, proposals, and budget review, as well as exploratory missions/situation assessments and supporting the activities of the project with resources, procedures and tools defined with the Head of Operations/Director of Programmes, in order to facilitate the achievement of the operational objectives
- Ensuring the implementation and monitoring of one or more/all of the following activities:
Supply: Implementation and maintenance of an appropriate supply chain for the Projects
Logistics:
- Installation and maintenance of functional office space(s) and lodging facilities in the projects as well as all the equipment required,
- Management of the logistics of the material resources for the Projects, under the supervision of the Field Coordinators and Head of Operations
- Implementation of support activities (communications, electricity, transport, construction, restoration, etc. )
and any other logístical activities required to achieve the medical objectives
- WHS: implementation of the water, health and sanitation activities
- Define the content of Logistics stocks for Opération including security stock and E prep Stock
- Coordinating, organizing, supervising, coaching and providing technical support to the logsupply managers and other logistic team members in order to improve the logistics components of the project
- Planning and supervising, in close coordination with the Field Coordinators, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the logistics staff of the projects in order to ensure both the sizing and the amount of knowledge required, improve people capabilities.
**Specific Context Accountabilities
- Define MSF Italy Operations logistic and supply needs and working procedures, HR set up and needs, in order to create a sound structure to support the operations in the country and implement accordingly
- Define with the RST Europe team the set up needed to support operations in the Country, Develop a Log / Supply Community in the country integrated into the MSF OCB Log Community (Sherlog)
- Participate in the logistics and supply working group at European level.
- A Strong mobility is required for the position, to cover any Log/Supply gaps in the field or any increase of work load, explo missions, support in other European countries
- Managing the supply sections at coordination level: Order processing, procurement, warehouse (log and med), and transport and customs departments
- Develop and Implement the adequate Supply tools and procedures.
- Ensure a smooth running supply administration and the respect of the implemented supply procedures in the mission.

University degree desirable
**Experience
Essential 3 years working experience related to the diploma/degree;- Desirable: At least 1 year working experience in a similar position in Logistics- Desirable: Experience working in the humanitarian field; with migration programs, managing diverse teams;**Languages
- Essential : English (B2)
