Reporting directly to the Assistant Secretary General for Workplace Culture, the Director of Human Resources is responsible for leading and managing the Human Resources Division, including the development and implementation of the overall corporate Human Resources strategy, and ensuring its alignment with the vision and goals of the organization.
The Director of HR will also interact directly with the WFP Board, Executive Director and the full Leadership Group on strategic and critical People matters.
The Human Resources Division has undergone a progressive transformation over the past few years, implementing WFP's People Vision of building an engaged workforce, with the right skills, in the right roles through key initiatives that leverage talent and technology to make impactful changes to the organization.
In this context, the Director of Human Resources sets the strategic direction and serves as the principal adviser to the organization on talent management and operational HR matters.
A thought-leader and strategic partner, the Director of Human Resources creates the vision and develops strategies to manage and support a diverse, dynamic, and high-performing workforce.
The Director of Human Resources plays a critical role in positioning the organization to develop and deploy its human capital and acts as a change leader and visionary manager of a global team of more than 400 human resource professionals
**OVERVIEW OF THE ROLE**:
Setting Strategy: Provide strategic direction and drive all aspects of HR.
Position the organization to proactively anticipate, plan, and meet workforce needs in a complex environment responding to global emergencies; advocate and build awareness within the organization of the strategic importance of human resource management.
Execution: Direct the delivery of comprehensive human resource management services in its key areas including Talent Acquisition, Talent Management, Policy Development, Staff Learning and Development, Contracts and Entitlements, Workforce and Succession Planning, Performance Management, Staff Relations, etc.
Influence, facilitate and lead organizational change and development using best practice human resources expertise and change strategies.
Team leadership: Lead a talented group of 400+ HR professionals to build upon WFP's People Strategy through focusing on solving problems closest to the beneficiaries; sourcing, developing, and deploying talent; engaging and aligning people to WFP's mission.
Collaboration within the UN system and beyond: Represent WFP across UN Common System and shape HR thinking with particular attention to the demands of field-based, emergency focused programmes.
Core responsibilities include:
- Lead the formulation, integration and implementation of relevant policies, innovative corporate initiatives, programmes and tools relating to Human Resources to ensure our field operations meet the mandate of WFP
- Act as a strategic business advisor to the Executive Director and senior management on human resource strategy, policies and best practices.
- Build relationships with business unit leaders to promote change management needed for key transformational initiatives
- Provide effective leadership to the HR division to ensure the continued development and coaching of a cohesive and high performing team.
- Build capability for HR expertise across the HR function, helping to complete the transformation of HR from a transactional and process-oriented function to a strategic, field-oriented business partner.
- Lead and drive organizational change to achieve the identified HR Management vision.
**QUALIFICATIONS & EXPERIENCE REQUIRED**:
**Education**:
- Advanced university degree in Human Resources Management/Development, Law, Business/Public Administration, or other related areas or First University degree with additional relevant experience and/or advanced training/courses.
**Experience**:
- Minimum of fifteen years of HR experience at the senior level, of which at least six at international level.
