BACKGROUND:The United Nations World Food Programme (WFP) is the world's largest humanitarian organization, saving lives in emergencies and using food and cash assistance to change lives and empower people to meet their essential needs.
WFP is the Nobel Peace Prize Laureate 2020. Food security analysis is a core area of the World Food Programme's work and forms the basis for the design of its operations.
However, a household's ability to meet food and nutritional requirements depends on its ability to also meet other essential needs (water, hygiene, health, education).
The Analysis, Planning Performance (APP) Division in WFP's Global Headquarters leads the organization's essential needs analysis, in close collaboration with relevant services within the Programme and Operation Department (POD). JOB PURPOSE:The Consultant will be part of the essential needs team and have a focus on carrying out and advancing analytical work and supporting standardization and data quality improvement efforts.
The Consultant will work under the supervision of the Assessment team lead. ACCOUNTABILITIES/RESPONSIBILITIES:Lead the essential needs analysis and urban assessments workstream.
Present results in technical reports, bulletins, presentations and other communication materials. Provide guidance to the ongoing assessment and monitoring initiatives – with a special focus on analysis and reporting for essential needs and urban assessments. Manage the Essential Needs Analysis Programming global workstream, including urban components, contribute to documenting and sharing evidence and best practices. Represent WFP during meetings with WFP-UNHCR joint targeting hub to mainstream the essential needs analysis approach under the Joint Analysis Framework (JAF). Contribute to the efforts to standardize essential needs and urban assessments and improve data quality. Promote the inclusion of ENA indicators into WFPs monitoring frameworks. Other duties as needed and agreed with the supervisor. DELIVERABLES AT THE END OF THE CONTRACT:The specific deliverables and products will be discussed and agreed with the Consultant at the beginning of the assignment. QUALIFICATIONS EXPERIENCE REQUIRED:Education:Advanced university degree in statistics, social science, geography, economics, development, international relations, or related field. Experience:At least 5 years working experience in food security, poverty, vulnerability and livelihood analysis in different settings. Knowledge Skills:Strong quantitative and qualitative research skills. Good understanding of food security, vulnerability and poverty related assessment methodologies and tools. Experience in survey design and implementation. Advanced skills in statistical analysis using statistical software and data visualization packages (minimum SPSS, STATA, R, Tableau and similar software of advantage). Demonstrated ability to write analytical reports and present findings. Experience with different targeting methods.
