We are looking for a dynamic, collaborative, highly motivated person to join WFP's Impact Evaluation Unit as Evaluation Officer at the P3 level, based in the Office of Evaluation (OEV) at our Headquarters in Rome, Italy.
**WHO WE ARE?

Our office provides global leadership, standard-setting and oversight of WFP's entire evaluation function and are accountable for setting and enhancing the framework of norms and standards, accountabilities, and coverage for the different categories of evaluations (centralized, decentralized and impact); as well as maintaining the high quality of WFP's evaluation function with continued innovation and improvement in evaluation quality and relevance.
WFP is gearing up to play a leadership role in the delivery of operationally relevant and useful impact evaluations that contribute to global evidence.
Realizing this ambition requires delivering responsive and adaptive impact evaluations in rapidly evolving contexts.
New programmes, technologies and data sources present great opportunities for WFP to harness the full potential of impact evaluation as a tool for learning.
Impact evaluations are aligned with corporate evidence priorities through impact evaluation "windows", which are OEV coordinated portfolios of country-specific impact evaluations.
Current windows focus on 1) cash-based transfers and gender equality and women's empowerment (GEWE), 2) climate change and resilience, and 3) school-based programmes, and we are developing a 4th window on nutrition.
Our team aims to achieve four main objectives, to: 1) contribute to the evidence base for achieving global goals; 2) deliver operationally relevant and useful Impact Evaluations; 3) maximise Impact Evaluation responsiveness to rapidly evolving contexts; and 4) harness the best tools and technologies for Impact Evaluation.
We are responsible for delivering and supporting the quality of all WFP impact evaluations as per its quality assurance and assessment procedures and building organisational capacity to deliver them.
**ACCOUNTABILITIES**:
You will be responsible for:
- Leading preparation activities and manage impact evaluation windows delivered by OEV, this includes systematic literature reviews, stakeholder consultations, writing concept notes, and establishing and coordinating steering committees.
- Contributing to the management of evaluation processes to support the production of independent, credible evidence that meets high professional standards in line with UN norms and standards and codes of conduct.
- Leading development and use of quality support tools (including guidance, templates, and checklists) for WFP impact evaluation reports, as well as post-hoc quality assurance (PHQA) processes.
- Providing technical support to the design and delivery of impact evaluations conducted in partnership with WFP country offices.
- Supporting effective reporting of OEV impact evaluation activities, including financial monitoring and partnerships.
- Building impact evaluation capacity of WFP staff and partners through development and delivery of trainings and events, under the overarching framework defined by WFP's Evaluation Capacity Development Strategy.
- Supporting and maintaining OEV's impact evaluation budgeting, financial reporting, and management information systems.
- Coordinating the communications for WFP impact evaluation activities and outputs, in collaboration with OEV's communications team.
- As required, managing junior OEV staff members or consultants, supporting them to achieve high performance.
- Keeping abreast of methodological developments in evaluation and contribute to the development of impact evaluation methodologies and tools.
- Liaising and collaborating with the counterparts from other UN organizations as well as professional evaluation bodies to discuss impact evaluation issues.
- Participating in WFP internal evaluation expertise groups and contributing to the sharing of experience and development of good practices.
- Other as required.
**MINIMUM QUALIFICATIONS**:
**Education**: You have a masters or doctoral degree in academic disciplines relevant to impact evaluation (e. g. , evaluation, economics, political science, development studies, etc.
).
**Experience**:You have a minimum of 5 years professional experience supporting the delivery of impact evaluations or relevant experimental social science research.
**Language**:Fluency (level C) in English language and an intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish,
