**JOB OVERVIEW
Victim Advocates are needed to perform victim advocacy services and Emergency Placement Care (EPC) coordination in support of the prevention and education of domestic violence and juvenile problematic sexual behavior under the Army Family Advocacy Program, including 24/7 victim advocacy response and EPC coordination.
This program operates through Army Community Services (ACS).
**QUALIFICATIONS
- Education: Bachelor's Degree from an accredited school in social work, psychology, marriage, family, and child counseling, counseling or behavioral science, education, community health or public health
- Victim Advocacy certification preferred
- Experience: Minimum of two years experience providing comprehensive assistance and support to victims of domestic abuse, this support includes the provision of crisis intervention, assessing the situation for imminent danger and life-threatening physical harm to the victim or another person, safety assessment and planning, assistance in securing medical treatment for injuries, information on legal rights and proceedings, and understanding and describing to victims a variety of advocacy and outreach services, including child protective services, military and civilian shelters and other resources available to the victims.
- Minimum of one year of experience in working with a military Family Support Center; or civilian social service agency serving military Families.
- Working knowledge of Family violence dynamics, environmental stressors, safety planning, risk assessments, local community resources, and federal and state laws pertaining to domestic abuse, Family law and the Victim Rights Bill.
- Demonstrate understanding, sensitivity, and empathy for victims.
Possess the ability to effectively communicate with victims, develop trusting helping relationships.
Ability to work effectively with individuals and Families from diverse racial, ethnic, and socioeconomic backgrounds.
- Ability to conduct briefings to small and large groups of civilians, Soldiers and Commanders.
- Ability to work cooperatively with military and civilian medical, social service, law enforcement, and legal personnel on behalf of victims.
- Ability to educate personnel on the installation regarding the most effective responses to domestic abuse on behalf of victims and at-risk family members.
- Possess a valid, unrestricted motor vehicle license and have transportation.
- Contractor shall be physically and mentally able to perform all contractual duties, which may include transporting, lifting and setting up displays, and standing and walking during activities that involve domestic abuse prevention and response and EPC Coordination.
- Contractor employees shall be computer literate and shall possess the basic computer skills necessary to enable them to prepare briefing slides and program documentation, enter data in required management reports and utilize information systems to prepare required reports and information.
- Working knowledge of military protocol preferred
**Responsibilities Include but are not limited to**:
**DOMESTIC ABUSE ADVOCACY AND PREVENTION TASKS
- Act as part of the 24/7 on call rotational response capability and included in the rotation of available FAP professionally qualified personnel to provide VA services.
Refer or arrange appropriate services for victims of domestic abuse and provide emotional support to the caller.
When on 24/7 call, make contact either telephonically or face to face with the victim of domestic abuse (as appropriate) within 20 minutes.
Assess imminent risks of health and/or safety of the victim and make referrals as appropriate.
- Assist victims of domestic abuse with crisis intervention, development of both immediate and on-going safety planning, and provide information and referral to support services available to the client.
Support services may include: Arranging transportation during crisis; providing physical, emotional, and educational support while the victim engages medical, legal, and law enforcement systems; Assisting in securing protective orders; providing referrals to obtain appropriate services for continued care; Assisting to secure emergency food and/or shelter; conducting risk assessments, navigating the system to obtain required services; and other benefits. .
**Statistical Documentation
- Revise existing Standard Operating Procedures (SOPs), also known as the Site Management Manual (SMM), as required to incorporate changes in policies, laws, and/or regulations or implement process effectiveness and/or efficiencies that would improve quality of care and continuity of service for clients.
- Submit Monthly Status reports of all activity and maintain accurate data
