BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The Early Warning and Forecasting Unit is collaborating with WFP' Nutrition and Food Quality Service on a project to generate and increase access to modelled data on risk of dietary Vitamin and Mineral inadequacy at national and sub-national levels, which will be critical to inform the design and roll-out of large-scale food fortification as well as complementary programs. This project will contribute towards the improvement of core Large-Scale Food Fortification (LSFF) program performance metrics, and in conjunction with data partners, will achieve consensus on approach, including the proxy indicator(s) for risk of dietary micronutrient risk, the design of and data underlying subnational maps, and use of modelling, that will translate to clear and consistent programmatic guidance. Specifically, the objective of the project is to develop a composite proxy-indicator for risk of inadequate dietary micronutrient intake and integrate it with in the HungerMapLIVE systems and related products. The expansion of the HungerMapLIVE to include a data layer on risk of dietary vitamin and mineral inadequacy and the potential of different programs, including LSFF, to fill nutrient gaps has been identified as an opportunity to support programme and policy decision-makers from national governments and other stakeholders. For this project, the Early Warning and Forecasting Unit seeks a Full-Stack Developer with extensive front-end and data visualization experience to support software development in the team and lead the front-end integration of the nutrition data layer in the HungerMapLIVE.
ACCOUNTABILITIES/RESPONSIBILITIES: The consultant will join the Unit's team in Rome under the direct supervision of the Lead Software Engineer, and will be responsible for the following activities:
Assist in data integration initiatives including near real-time data ingestion, processing, dashboards, bulletins and visualizations. Deploy and maintain HungerMap LIVE nutrition layer features and underlying data layers. Support infrastructure maintenance activities as needed. Advise on software development practices. Contribute to the harmonization of tools and development patterns, including code maintenance in version control, system management through automation, and deployment strategies. Undertake field missions for country support and facilitate trainings targeting WFP staff and partners. Liaise with RAM's Information Officer and WFP's IT department to ensure compliance on the above.
Perform any other task as required. DELIVERABLES AT THE END OF THE CONTRACT: Develop, test, and deploy new nutrition features and nutrition data-layers to HungerMap LIVE. Improvements to existing user-interface on the entire HungerMapLIVE ecosystem. Contribute to current development efforts. Support infrastructure maintenance and improvements. Facilitate trainings on data security, storage, scripting and coding best practices. Facilitate trainings on software development. QUALIFICATIONS & EXPERIENCE REQUIRED: Education:
Bachelor's degree in engineering, computer science, physics, mathematics or similar. Master's degree preferred.
Experience:
At least 4 years of experience in IT related field with a focus on React, Python, and AWS.
Knowledge & Skills: Expertise in React, Redux, and other front-end technologies. Proficiency in Python and its frameworks such as Flask or FastAPI. Strong knowledge of AWS services such as EC2, S3, Lambda, CloudFormation, SNS, etc. Familiarity with databases such as MySQL, PostgreSQL, or MongoDB. Experience with Git version control. Experience with deployment strategies, Docker, Kubernetes continuous integration, Unit Testing. Experience visualizing geo-data (Leaflet, Mapbox) is an asset. Experience in GIS (QGIS, GDAL, PostGIS) is an asset. Domain Driven Design, Functional Programming, GoF, Microservices, IoC. Languages:
Excellent spoken and written English; spoken and written French highly desired.
