GLOBAL FOOD SECURITY CLUSTER PROGRAMME CONSULTANT Status Closed Dates Friday, June 30, 2023 - 17:51 - Monday, July 17, 2023 - 13:45 Job Posting: 26/Jun/2023 Closure Date:17/Jul/2023, 11:59:00 PM Organizational Unit: OER Job Type: Non-staff opportunities Type of Requisition: Consultant Primary Location: Italy-Rome Duration: Up to 11 months Reporting Lines The selected candidate will be under the supervision of the FAO and WFP Global Coordinators (Food Security Cluster) and in close consultation with FAO and WFP Emergency Directors.
Technical Focus Capitalizing on Global Network knowledge and other international food security stakeholders, build a solid, evidence-based body of knowledge of successful context-based prevention, early action and response interventions with particular reference to operationalizing the humanitarian-development-peace nexus, and contributing toward the work of the Global Network Against Food Crises (GNAFC) regional and country engagement process in the region.
Serve as convening platform for all food security stakeholders at country level as well as globally (especially the FSC and the gFSC), issuing evidence and consensus based operational response plans guidance to food crisis, particularly in protracted and violence-affected countries.
Support integrated programming that facilitates an integrated response across the humanitarian-development- peace nexus providing common messages for coordinated fundraising and resource allocation.
Tasks and responsibilities Act as focal person on HDPN for the food security cluster to participate in relevant forums and contribute in designing cluster strategy and tasks on HDPN.
This includes networking with partners, clusters teams in the field and/or HDPN focal points/WGs and different global forums working on HDPN.
Contribute to the implementation of the pillar on HDPN for the gFSC strategy 2023-2025 Facilitate data sharing and analysis between Clusters and partners (Scientifics, operational, etc. )
and support the creation of a Consolidated Information System (CIS) - shared platform.
Identify successful responses and associated best practices in operationalizing integrated food security emergency & HDPN programmes as well as multi sectors programming along the humanitarian-development- peace nexus.
Contribute to joint research projects on systemic drivers of food insecurity and undernutrition in Chad, Nigeria, Somalia and South Sudan (and in other potential countries) in collaboration with Food security and Scientifics Partners Contribute to global network objectives through evidence generated in the countries on promoting HDP nexus approach and best practices.
Consult with all Network partners, relevant humanitarian and development stakeholders to adapt the design and implement the protocol to support a few countries level multi sector joint planning and localization.
Contribute to global network strategic dialogue and evidence-based discussion to promote common priorities and approach across the HDPN in food crises context.
Contribute to bridging partners monitoring systems to better understand synergies and gaps of partners' actions at community level.
(Admin 3 or 4) using GPS coordinates: Advanced 5Ws Contribute to strengthening coordination with national, local actors and communities for analyses, forecasting and responses planning (including anticipatory actions).
Build FSC staff awareness and capacity to contribute and thus inform FSC actions through an HDP approach - including through shared analysis, the use of common tools and joined up programming approaches between humanitarian, development, and peace actors.
Contribute to the development of joint advocacy, with the Advocacy and communication staff.
Provide support in countries on linking HRP with medium to longer term strategy to design country food security cluster strategy where applicable.
Provide support to the core global cluster activities as per the advice of global cluster coordination team.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING A university degree in business or public administration, social science, political science, agronomy, food security or related field At least 5 years of relevant experience in inter-agency coordination, field operation management, humanitarian and/or development sector, preferably in food security and/or nutrition Working knowledge (level C) of English and limited knowledge of French (level B); for PSA, working knowledge (level C) of English.
FAO Core Competencies Technical/Functional Skills Work experience in more than one location or area of work, particularly in field positions is desirable.
Extent and relevance of experience in needs assessment, cluster coordination and Humanitarian, Development and Peace Nexus Extent and relevance of experience in rehabilitation, humanitarian policies development, programme formulation and implementation Extent and relevance of experience in identifying and preparing programme strategies and policy position on humanitarian and transition context.
