Job Title: HSE Assistant
Job type/Contract: Fixed Term
Job summary/Role description: The HSE Assistant reports to the HSM or, while acting as the TCM HSE representative at the site, reports to the Site Manager.
He verifies and ensures that all field activities are performed according to the TCM HSE Policy, regulations, standards, and procedures, promoting all necessary preventive and corrective actions.
Duties and responsibilities: Perform Job Hazardous Analysis (JHA) and participate in Job Safety Analysis (JSA);Verify the adequacy and application of the Site HSE Plan and related procedures, preparing any necessary revisions;Update HSE documentation during all construction phases as needed;Ensure subcontractors perform their activities in accordance with HSE applicable procedures, regulations, and standards, promoting necessary actions for compliance;Organize, plan, and participate in periodic HSE walkarounds, inspections, and audits on site, preparing relevant reports and action plans, and verifying timely execution of corrective actions;Organize, coordinate, and participate in HSE training activities on site;Organize and participate in relevant site HSE meetings, preparing the minutes of the meeting;Cooperate with the client regarding necessary work permits;In case of work accidents, organize a full investigation to identify corrective measures to avoid reoccurrence;Maintain accident records, identifying areas for prevention;Perform and promote the indoctrination/training of personnel;Lead and coordinate activities of the Site HSE Committee (composed of all contractor and subcontractor HSE representatives);Lead and coordinate the site emergency response team and fire prevention/fighting team, organizing training and emergency drill mock activities;Prepare the HSE section of the construction monthly progress report and other periodic reports;Prepare and update Site HSE Statistics, verifying performance against project and corporate HSE objectives, targets, and performance indicators;Propose recovery plans in case of mismatches;Support the CSE during coordination meetings and keep site documentation (POS, PSC) up to date.
Weekly, obtain statistical data related to accidents, near misses, and hours worked from the executing company. Skills and Abilities: Excellent IT and analytical skills;Excellent communication, team-oriented, and interpersonal skills;Attention to detail;Self-motivated and directed, with a strong bias toward timely performance and problem resolution.
