Human Resources Assistant
Duties**:
Serves as an HR Assistant performing a variety of human resources duties in support of one or more of the following multifunctional HR disciplines for a combined US and Local National workforce:
**Employee and Labor Relations (to include pay, performance and awards**)**: Assists HR Specialists to resolve minor employee problems pertaining to employee pay, performance, (mis)conduct, and awards.
Assists HR Specialists with interviews to draw out and organize pertinent facts; considers alternate ways of solving the problems(s) or provides management with recommendation for disciplinary actions(s) and refers the case to a specialist.
Explains to management the sequence of actions required in connection with recurring disciplinary situations (e. g. , excessive absence, tardiness, poor work habits) and/or poor performance.
Provides information on the administrative grievance process and employee appeal procedures.
**NAF Human Resources Development and Training**: Advises employees and management on basic NAF program policies, regulatory requirements and local procedures by responding to customer inquiries.
Assists in conducting training surveys and command climate surveys.
Actively participates in hiring fairs, training and other information sharing events, to include live events and social media.
Assists with scheduling classroom and events paces, prepares classrooms and event spaces for attendees.
As required, assists with determining equipment, manpower, facilities and other needs for specific events.
May participate in the presentation of classroom training.
Maintains the Division calendar and filing systems - both hard copy and electronic.
**Position Management/Structuring and Classification (US/LN**)**: Assists managers in the preparation of position descriptions.
Reviews appropriate classification standards and guides, organization charts, mission and function statements and other background data to ensure completeness and accuracy of assigned duties.
Explains to employees and management position management and classification policies, procedures and processes.
Uses appropriate documents for compliance with applicable laws, Office of Personnel Management (OPM), Agency regulations and local policies.
Assists in the preparation of job descriptions include the use, forms, format, etc.

- Must be able to obtain and maintain Secret security clearance eligibility.
- Must possess and maintain a valid state driver's license.
**Qualifications**:
- One year of specialized experience equivalent to the next lower grade level **OR** four (4) year course of study above high school leading to a bachelor's degree with courses related to the occupation **OR** a combination of experience and education.
Specialized experience is experience that equipped the incumbent with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
- Knowledge of the NAF program and CNEURAFCENT mission to provide non-technical civilian personnel information.
- Ability to coordinate many and varied administrative civilian personnel functions to streamline NAF personnel procedures to expedite processing of civilian personnel actions.
- Strong verbal and written communication skills.
Knowledge of English grammar, spelling, capitalization, and punctuation required.
Bilingual skills in Italian not required, but desired.
- Must be able to obtain and maintain the appropriate level security clearance for processing of child and youth suitability background checks.
- A general knowledge of classification principles, techniques and concepts to classify a variety of lower graded positions with standard career patterns and clearly applicable grading criteria.
- Knowledge of all forms and procedures necessary to hire from any source (e. g. , pre-employment forms, security clearance, physical an drug testing requirements, etc.
)
- Knowledge of materials to be filed in OPF's in order to distinguish between temporary and permanent documents and to file them accurately in an alphabetical filing system with chronological subdivisions.
