Organizational SettingFAO's Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO Offices worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization.
The Human Resources Division is composed of two main clusters: (i) Integrated Talent Management and (ii) HR Strategy and Policy.
The post is located at FAO headquarters in Rome, Italy, under the Social Security Branch (CSHS).
CSHS coordinates and provides advice on pension, social security, and insurance schemes and provisions for FAO.
The incumbent oversees day-to-day operations on the Staff Compensation Plan for Service-Incurred Accidents, Illnesses, and Death.
Reporting LinesThe Human Resources Officer (Staff Compensation and Emergency Support) reports to the Human Resources Officer (Social Security), CSHS.
Technical FocusMonitors, reviews, and coordinates the provision of Social Security Benefits as applicable to staff and non-staff, including Pensions and Compensation Plan for Service-Incurred Accidents, Illnesses, and Death.
Key FunctionsPlans and delivers services in designated human resource fields. Provides advice, policy interpretations, and options on how to proceed for the programmes and processes under the responsibility. Researches and analyses requirements for the preparation of plans, strategies, reports, and policies. Reviews ongoing service delivery and recommends changes. Collaborates in the development of information/training materials. Researches and provides information to management and staff to resolve problems. Leads short-term work groups and participates in committees and working groups. Specific FunctionsSupports monitoring and coordination of service-incurred and staff compensation plan activities. Conducts research into emerging trends related to benefits and entitlements. Reviews and updates FAO's administrative framework related to social security staff compensation plan. Implements the FAO Employee Staff Plan during emergencies. Analyses and evaluates escalated complaints related to social security benefit claims. Acts as focal point for the occupational health-related Advisory Committee on Compensation Claims. Provides secretarial and analytical support to committees on staff compensation plan benefits. Reviews calculations of annuities and reimbursements for service-incurred incidents. Oversees financial payment documents for social security transactions. Maintains eligibility reviews of beneficiaries. Liaises with auditors and actuarial valuation teams. Contributes to the review of appeals and legal issues related to social security benefits. Supports outreach initiatives related to social security functions. Performs other duties as required. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGAdvanced university degree in Business Administration, Human Resources Management, Law, Finance, or related fields. Five years of relevant experience in administration, legal or human resources management. Working knowledge of English and intermediate knowledge of another FAO official language. Technical/Functional SkillsWork experience in more than one location or area of work is desirable. Extent and relevance of experience in the design and administration of social security schemes. Experience in the application of the Administrative Rules of the UN Common system. Experience with Enterprise Resource Planning (ERP) related to HR functions. Experience in drafting reports and policy papers. Working knowledge of French is considered a strong asset. An HR professional certification is desirable. GENERAL INFORMATIONExtension of fixed-term appointments is based on certification of performance and availability of funds. FAO reserves the right not to make an appointment.
