POST CONTEXTHeadquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.
As a Joint Force Command, the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis, and conflict.
It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters. The Support Directorate is responsible for planning, directing, monitoring, assessing, and coordinating support staff functions. The J6 Cyberspace Division is responsible for developing plans, policy, and procedures for Communication & Information Systems (CIS) support of JF HQ missions in static, deployable, or deployed operations. The Management Branch is responsible for developing and managing the provision of Communication & Information Systems (CIS) to JF HQ through Service Level Agreement, NATO Supporting Agencies, and NATO Security Investment Programme (NSIP). Within the J6 Cy MNGT Branch, the incumbent's main responsibility is to plan the budget in support of the SLA and CIS requirements of the assigned HQ Crisis Response Operations (CRO) and to manage the assigned resources to meet HQ users' CIS requirements in a timely and effective way. The incumbent reports to OJS RCMX 0010 - Branch Head (Management) - OF-5. 2.
DUTIESThe Manager's duties are:Contribute to the CIS Operations and Maintenance (O&M) financial plan for both HQ and Alliance Operations and Missions (AOMs). Prepare and produce JFCNP and AOMs Operations and Maintenance (O&M) CIS budget for NATO WGNTE submission. Coordinate the overall HQ CIS budget requirement for HQ and assigned AOMs and associated MTRP. Liaise with FINDIR (J8) Budget Branch for the preparation of the annual Military Budget and the MTRP. Provide SME input to FINDIR (J8) Budget Branch on queries received from the Budget Committee. Coordinate the execution of the CIS budget, acting as a fund manager. As a CIS Budget SME, represent JFCNP in all NATO CIS related Budget forums, including specialized inputs to NATO Security Investment Program (NSIP). Manage CIS financial resources in coordination with FINDIR (J8), other CIS staff, and NCI Agency. Provide financial and budget advice to maintain and advocate CIS SLA and serve as the "intelligent Customer" for the HQ liaising with CIS providers. Chair ad-hoc CIS Budget Working Groups. Legal accountability for financial arrangements. CIS fund Manager. Credit Card Authorising Officer. Budget Holder OPR. Connected to Budget Authority. CIS Service Level Management functions. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. The work is normally performed in a Normal NATO office working environment.

QUALIFICATIONS AND EXPERIENCEESSENTIALHigher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 3 years of function-related experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years of post-related experience. Experience with management planning and implementation of management objectives in relationship to major resources areas such as NATO Security Investment, military budget, workforce, and the process for their prioritization. Formal training in financial management, resource administration, or related contemporary issues is essential. Broad experiential background in CIS resource management-related areas. Must have an English Standard Language Proficiency level of "professional" in Listening, Speaking, Reading, and Writing (SLP 3333 based on NATO standards). DESIRABLEBackground in budgeting, fiscal and accounting and contracting experience. Experience in CIS operations. Host Nation Standard Language Proficiency Level 3333. COURSESNATO C4ISR Orientation for Officers (CCC-SM-22206) provided by NATO Communications and Information Academy (NCI Academy). Resource Management Education Programme (RMEP) Course (ETE-FI-2708) provided by NATO - School Oberammergau (NSO). POSITION AND CANDIDATE PROFILEPersonal attributesThe incumbent works autonomously within the constraints of applicable policies, directives, and guidance provided by the supervisor.
The incumbent must demonstrate strong integrity skills regarding his financial and budget commitment.
Maturity, firmness, and persuasion characterize the successful incumbent when advising and counseling staff on CIS resource management.
In addition to integrity, flexibility, and discretion, must possess planning and organizational and critical thinking skills, and commitment.
Must be able to set priorities and recommend changes aimed at improving procedures within J6.

Coordinate POCs' activities related to JFCNP managed operations. Professional contactsThe incumbent is required to interact with staff, divisions, supervisors, supported entities, and other NATO bodies regarding CIS resource management.
Maintains professional contacts with NATO office of resource, NCIA financial stakeholders, and with J8 purchase and contact people.
When requested, represent JFC Naples in meetings or boards concerning CIS resource management or budget. Contribution to the objectivesMakes a significant direct contribution to the work and the objectives of all CIS resource-related matters.
Manages CIS resources, thus enhancing the effectiveness of the resource use, directly affecting the organization's ability to meet its objectives.
The incumbent also contributes to the development of objectives by proposing policies aimed at improving the quality and performance of resource management.
Monitors and facilitates compliance with policy, legislation, and regulations connected to the CIS resource management in support of the organization and supported entities. 5.
CONTRACTThe successful candidate will receive a three-year definite duration contract which may be followed by an indefinite contract.
NATO International Civilians will be offered a contract in accordance with the provisions of the NCPRs. The basic entry-level monthly salary for a NATO Grade 12 (B-5) in Italy is Euro 4, 599. 62, which may be augmented by allowances based on the selected staff member's eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions. 6.
