Interdisciplinary Engineer/Architect/Community Planner
DutiesYou will develop Navy Region Europe, Africa, Central's Military Construction, Special Projects, or other portfolio covering a broad range of facilities planning and technical facility activities. You will recommend technical solutions during requirements generation and initial planning efforts for project development pertaining to one or more facilities programs. You will prepare planning and technical reports, presentations and background papers on technical aspects of one or more facilities program(s). You will review, validate, recommend approval, present, manage and track execution of programs such as construction, maintenance and repair of sophisticated buildings, structures and utility systems. You will ensure compliance laws and directives that govern various facility programs. You will develop regional policies and procedures, position papers, and instructions. You will participate in studies that include the evaluation of safety requirements, existing assets, costs and economic feasibility and environmental constraints and impacts. You will conduct site visits and provide technical guidance on investments for facilities. Requirements Conditions of EmploymentMust be a US Citizen.

You may be required to travel on military and commercial aircraft for extended periods of time. Engineering and Technical Management Category, Practitioner level. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. Incumbent must sign a critical acquisition position service agreement, Form DD-2888.
Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector serving as a professional engineer/architect by managing the execution of assigned facilities program(s) such as projects for construction, maintenance and repair of sophisticated buildings, structures and utility systems.
Qualifying examples include: 1) Reviewing scope and budget of shore infrastructure investment projects; 2) Developing standards and procedures to guide various installations in accomplishing the facility program(s) mission/functions; 3) Providing facility maintenance and repair practices applicable to the sustainment, restoration, construction and/or demolition of facilities.

WORK ENVIRONMENT: Work is performed in areas that are adequately lighted and climate controlled where normal safety precautions for an office are practiced.
The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and meeting rooms.
Work is performed primarily in an office environment, with periodic travel to regional activities, sometimes exposed to industrial equipment, airfield, ports, hazardous operations, and adverse weather conditions.
Employee may be required to travel approximately 20% of the time.
The employee may be required to use protection clothing or gear such as masks, gowns, coats, boots, hardhats, steel toe shoes, goggles, gloves or shields as required. PHYSICAL DEMANDS: Work is primarily sedentary in nature, although slight physical effort may be required.
Duties may require survey and site assessment of regional activities, facilities, construction sites; research and industrial shops, necessitating prolonged periods of walking, standing and climbing.
In certain circumstances the employee may be required to survey facilities in explosive or electromagnetic arcs, and on other occasions be required to wear radiation badges where there may be exposure to radiation.
The purpose of these surveys is to gather technical information to be used in the planning and acquisition stages for all the regional activities.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
