Interdisciplinary Environmental Planning And Conservation Program Manager
You will serve as an ENVIRONMENTAL PLANNING AND CONSERVATION PROGRAM MANAGER in the Environmental Business Line of NAVAL FAC ENGR CMD EUROPE SW ASIA.

0819 SERIES: This position has a Selective Placement Factor (SPF) that will be used to screen out ineligible candidates. The selective placement factor is: Current registration as a Professional Engineer (PE) in any state, District of Columbia, Puerto Rico or Guam. Note: If you meet this requirement, it is highly recommended that you provide a copy of your current registration with your application.
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Using expert knowledge of various environmental laws, regulations, and standards to support customer, program and regulatory requirements (especially those associated with environmental planning and conservation programs);Meeting environmental program objectives that requires knowledge of facilities acquisition processes, contracting, budgeting, planning, and project management techniques;Providing subject matter expert level advice, guidance and assistance on all aspects of federal, state, host nation and local environmental planning and conservation laws and regulations;Assisting in the planning and budgeting for all environmental planning and conservation program products and services. Note: This information must be supported in your resume to be considered for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Incumbent must possess at least a bachelor's degree in engineering/science/planning from an accredited college or university, preferably in civil, environmental, mechanical, chemical, or industrial engineering; or a Bachelor of Science degree in a relevant physical science, or in a relevant biological/natural/life science, or community and environmental planning. If classified in the 0819 series, the incumbent must be a registered professional engineer in a U. S. state or territory and possess at least a bachelor's degree in engineering.
