It Program Manager
Location: VIGNATE, IT, 20060- Req ID: 3606**Position Overview**:
- Program Manager - Owns all aspects of Project, Program and Portfolio delivery in support the assigned business units, functions or specified operational areas.
This role will be responsible for leading project managers and consultants in support of major strategic projects or programs, and multiple mid/small projects.
Manages all aspects of their assigned area(s) of projects/programs, including management responsibility and overall accountability and delivery ownership of the Portfolio of Projects.
Works collaboratively to allocate the correct projects managers to deliver specified goals.
Monitors and reports on overall status of projects.
Guides and trains the overall organization in the use of the PMO Delivery Framework, best practices, and tools.
- Manage a team of Project Managers, and/or Project Coordinators or Analysts.
In addition, he/she will provide project and portfolio management related direction, influential leadership and coaching to others within their assigned business units, functional areas or specified operational areas.
**Specific Responsibilities**:
- Leadership
- Guide projects and programs keeping "pulse" on project health, with focus on key indicators of budget, schedule, scope, risk and resource
- Motivate and Build team commitment and set "project tone"
- Build and maintain relationships with internal and external team members
- Build leadership team with external project management and coordinate of activities
- Lead and assist the team to complete tasks within time and budget constraints
- Actively and continuously remove barriers to task completion for team members and external project management
- Works closely with business partners/BRMs to ensure successful identification and delivery of the portfolio.
- Program / Project Management
- Predicting key issues in advance and determining solutions
- Support senior-level decision making by ensuring time and consistent communication to stakeholders on progress, changes, and impact on portfolio components.
- Development of a Program Level Executive Dashboards
- Measure and monitor overall portfolio performance.
- Assess project resource availability/forecasting across all projects in a program:
- Identify resources time needed on multiple projects
- Identify resources with time constraints imposed from outside of a project
- Assess utilization levels and limits for those resources
- Responsible for overall portfolio financial management.
- Participate in program and project reviews.
- Develop and maintain roadmap, skillset forecast, budget, risk and issue mgmt. , portfolio inter-dependency analysis, stakeholder communication and engagement
- Responsible for reviewing and approving portfolio change requests before submission to change board.
- Ongoing tracking of:
- Key tasks
- Key project issues, action items, milestones and decisions
- Developing mitigation strategies for key issues
- Problem-Solving
- Negotiating and resolving conflicts
- Identify and manage portfolio-level issues and risks that are impacting performance.
- Responsible to define problems, analyze data, establish facts, and draw valid conclusions.
Capable of "consuming" data - not just reporting data.

**Required Qualifications**:
- 10+ years of leadership and project management experience to lead projects as well as experience training and coaching others on project management techniques
- 3+ years of leadership experience in a multi-national corporation.
- Demonstrated capability to manage large, multi-phase / multi-year projects or programs, leading these projects to successful implementation and life cycle.
- Strong budget and finance experience and knowledge
- Excellent oral and written communication skills to provide clear messages to all levels
- Strong leadership competencies for coaching and developing Project Managers.
- Demonstrated ability to effectively establish and maintain strategic working relationships with peers and constituents at all levels of the organization.
- Demonstrated analysis and problem solving skills using innovative thinking.
- Experience with standard project management tools, methodologies and frameworks.
- Experience working with and negotiating with external vendors.
- Experience managing dispersed teams.
- Experience managing a PMO across multiple dispersed regions.
- Experience leading major organizational changes.
