Hauptaufgaben Incumbent serves as a business process-oriented Information Technology Specialist (IT-2210) who's focus is the coordinated delivery of IT specific activities directly related to 509th SSB IT Infrastructure and Facility Management team within the Business Division.
Performs cost-benefit analysis and requirements management intake to determine appropriate products or services unique to each project's deliverables.
Recommends improvements, dissects problems, and coordinates corrective action when problems arise.
He/she gives presentations or briefings on all aspects of the project.
Incumbent is considered a master task coordinator who handles all facets related to assigned project activities.
He/she identifies and validates activities, tasks and deliverables including gathering all customer requirements.
Incumbent develops, coordinates, and adequately resources quality project planning, execution, oversight, and closure activities.
Employee will oversee the project activities throughout the entire lifecycle, making necessary adjustments and changes, as required.
Performs activities reviews and schedules stakeholder meetings, as needed to ensure schedule, timelines, and deliverables are being met.
Coordinates critical analysis addressing complex issues and drafts expert explanations and justifications for change related to each project's scope and requirements matrix.
Provides thorough assessment of customer requirements and generates task associations with specific IT processes thoroughly evaluating and assessing customer requirements related to established IT Infrastructure and Facility Management standards.
Employee provides guidance and assistance to both internal and external stakeholders through development of effective and efficient communication channels.
Ensures IT Facility Management and IT Infrastructure projects align with the broader goals as defined by 509th SSB and 2D Theater Signal Brigade (2D TSB) policies and standards.
Assist in defining basic and contingent automation communication needs for supported communities.
Incumbent contributes and gathers salient characteristics derived from meticulous technical reviews.
Performs a variety of duties modeling information towards adopting, executing, and integration of new and emerging IT platforms.
Each IT platforms is designed, selected, and utilized as part of the lifecycle process of Facility Management activities or part of a larger "New" IT Infrastructure initiatives derived from NETCOM Army Information Technology Service Catalog (AITSC).
IT Services include baseline and above baseline deliverables for the entire 509th SSB area of responsibility.
Employee will research solutions to address IT Facility and Infrastructure related challenges.
Review and pull information from modern IT and Telecommunication practices and techniques with clear objective to establish a baseline criterion for development of tools, techniques, procedures (TTPs), standard operating procedures (SOPs).
Evaluates, coordinates, and integrates technical aspects of system operations with administrator management requirements, when conducting and evaluating and implementing various projects, studies, and evaluations requiring the application of many different and unrelated processes, differing regulatory criteria and procedures requiring departures from established practice.
Coordinates and integrates technical language of IT Infrastructure into manageable administrative terminology involving 509th SSB Facility Management activities in Italy, at USAREUR-AF Mission Funded Site Locations, and Garrison Tenant Facilities.
Ensures only efficient and economical management of information resources, activities and services occurs in assigned workload.
Coordinates all aspects of information support to include pre-planning.
Employee reviews and makes recommendations on IT requirements impacting Tenant User Activities, 2D TSB Standards, or Mission Funded Site Locations managed by USAREUR-AF.
Employee intakes and validates customer submitted IT Infrastructure requests and corresponding justifications by analyzing workload, staffing cost funding, relationship to other systems, and management involvement, if required.
Employee reviews and escalates recommendations to higher command authority or returns unfinished requests for further information or justification.
Employees coordinates and captures new construction planning requirements involving TAB "F" Program submissions as necessary for long-range IT Infrastructure and Facility Management planning.
He/she will serve as the 509th SSB Business Division Team's Circuit Action, Long Haul Circuits, Local Internet Service Provider (ISP) for SIM Chips and Telephony Equipment Ordering Point of Contact.
Role encompasses serving as the Contracting Officer Representative (COR) who oversees 509th SSB customer unit orders.
COR responsibilities include validating, planning, and managing telephony and circuit action requirements.
Conducts evaluations of existing circuits and telephony contracts and submits requests for periodic review and maintenance of existing long haul and telephony service level agreements.
Coordinates with multiple agencies and higher commands, including Defense Information Systems Agency (DISA), 2D TSB, NETCOM-Europe, and USAREUR-AF to ensure regulatory compliance is achieved and technical solutions are addressed.
Serves as customer representative for new and discontinue circuit requests, telephone lines, and equipment orders.
Provides instruction in how to navigate DISA Storefront and CHESS Portals usage related to customer ordering needs.
Employee will serve as the Battalion's circuit and telephony COR and Ordering Officer leveraging IT PM skillset including the planning, executing, controlling, and monitoring, and closing of multiple actions across a very large geographical area, often simultaneously.
Serves as the Host Nation (Italy) ISP POC making, adjusting, and cancelling orders on behalf of internal and external customer based on their individual requirements.
Establishes and maintains information standards within the assigned area of responsibility which comply with the information policies, standards, and guidance of higher headquarters.
Interprets, adapts, and applies guidelines and develops solutions to problems where precedents are not applicable.
Resolves gaps or conflicts in guidelines according to project requirements, consistent with IT and telecommunications program objectives and standards.
Prepares long-range forecasts of development relevant to the command applications requirements.
Serves as the IT subject matter expert (SME) assisting the Contracting Office Representative (COR) to identify customer requirements for contracted IT actions affecting IT Infrastructure and Facility Management projects: IT Architecture, Strategy, Policy, Planning, and Communications.
Develops Independent Government Cost Estimates (IGCE), Performance Work Statements (PWS) identifying technical requirements and descriptions of work to be accomplished, and other supporting contractual documentation necessary to meet customer identified requirements.
Identifies new requirements after contract award, prepares required documentation necessary to formally award a contract.
Inspects, monitors, and evaluates contractor's performance by observing day-to-day operational activities.
Evaluates and accepts or rejects contractor work breakdown structures.
Receives and evaluates contractor deliverables which include draft and final copies of plans, reports, daily/weekly/monthly status summaries, and services/products.
Coordinates resolutions of contractor work schedules and priorities.
Tasks contractor directly within the terms and conditions of the contract and within the incumbent's scope of authority.
Ensure adherence with ethical requirements and maintain tole within the limits of authority.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08. 00 to 17. 00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the "Qualification Standards" published by U. S Office of Personnel Management, as summarized below.
Applicants must have IT-related experience demonstrating each of the four competencies listed below: -Attention to Detail; -Customer Service; -Oral Communication; -Problem Solving.
In addition to the aforementioned experience, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-03 grade level.
Specialized Experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.
Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
