ORGANIZATIONAL CONTEXT
The Commodity Tracking and Fund Management is a crucial component of supply chain, responsible for ensuring the efficient tracking of goods and the effective management of financial resources tied to supply chain operations.
Its primary role involves monitoring the movement of food and non-food items from procurement to delivery while maintaining transparency and accountability for funds allocated to these processes.
The unit collaborates with various stakeholders, including country offices, regional bureaus, donors, program teams, and audit units, to ensure compliance with policies, international standards, and donor requirements.
The position plays a strategic role in supply chain visibility, loss prevention, and data-driven decision-making, enabling the organization to meet operational goals.
It ensures that commodities reach beneficiaries efficiently while addressing challenges such as operational complexity, system integration, accurate loss reporting, and capacity building.
In emergency contexts, the unit's swift and precise operations are critical to timely and effective responses, supporting the broader mission of combating hunger and delivering aid to those in need.
THE ROLE
To lead field logistics operations or provide technical support in HQ, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Participate in the development and implementation of procedures for logistics field operations or Headquarters based units ensuring that objectives are achieved in compliance with regional and functional strategies, policies and plans.
- Plan and lead on implementation of innovative logistics operations, initiatives and programs to ensure timely, efficient and cost effective supply of direct or indirect food assistance.
- Collect and analyse relevant technical data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals.
- Lead preparation of transport arrangements and contracting of all associated services in accordance with established guidelines.
- Implement operational warehouse procedures and normative guidance in order to manage WFP's warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation.
- Coordinate logistics, port operation, fleet and warehouse management support services in the area of assignment, preparation of contracts and supplier payments.
- Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise use of available funds.
- Plan, organise and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements.
- Gather market intelligence through research and networking, thus improving the knowledge basis available to Country Offices, Region and the Programme, and process and analyse proposals in line with WFP standard rules and regulations in order to deliver efficiently.
