Maritime Training Manager And Planner
DutiesYou will be responsible for the regulatory, administrative, policy development, training, personnel, contracts, information systems, plans and resource management for Security Cooperation Training projects and programs. You will provide advice to the Commander regarding execution of Security Cooperation Training-related Plans of Action and Milestones. You will synchronize the focus of effort across the staff; develop plans, and execute the processes and procedures to improve Security Cooperation Training. You will prepare and deliver concise briefs on complex subjects to seniors, peers and subordinates in order to facilitate sound decision making. You will support staff planning by participating in the development of Security Cooperation Training activities to provide feedback and recommendations to the Commander and staff. You may be required to travel on military and commercial aircraft for extended periods of time. If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months. Must be able to obtain and maintain a U. S. Passport. May be required to obtain a VISA dependent on the overseas country's laws/regulations. You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. You will be subject to random testing. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Executing maritime SA activities in accordance with EUCOM and AFRICOM theater campaign plans/orders and NAVEUR/NAVAF and SIXTHFLT strategy.
2) Performing studies of various programs, planning and work cycles, conferences, and other efforts to determine roles and responsibilities of key participants; assessing the information, and making recommendations for improving processes, seeking efficiencies, realigning resources, and adopting best practices to better execute command goals and objectives.
3) Performing extensive coordination across the NAVEUR/NAVAF and SIXTHFLT staff, U. S. Defense Attaché Offices and U. S. embassies.
4) Working with senior officials to include U. S. ambassadors, foreign chiefs of defense (CHODs), and general and flag officers (GO/FO) on SC and SA programs to further NAVEUR/NAVAF and SIXTHFLT and U. S. maritime goals and objectives.
