Organizational SettingThe Procurement Service provides advice, guidance and oversight for FAO procurement operations and the Letter of Agreement Quality Assurance function both at headquarters and in FAO Decentralized Offices; it establishes the overall procurement strategy and provides policy and operational support to ensure that the Organization procures goods, works and services based on "Best Value for Money" principles. The post is located in the Procurement Service (CSLP) in the Logistics Services Division (CSL) at FAO headquarters in Rome, Italy. Reporting LinesThe Procurement Officer (Monitoring Compliance) reports to a senior Procurement Officer (Monitoring and Compliance), Procurement Service (CSLP). Technical FocusTender documents, contracts for services and purchase orders for goods. Key ResultsEnsure that procurement activities comply with FAO's established policies and procedures and reflect best practice for public procurement. Key FunctionsSupports monitoring through analysis of reports.
Identifies variances and/or compliance issues and makes recommendations. Participates in the development of improved work methods and procedures. Collaborates in the development of training tools and materials and the organization of training workshops/seminars etc. Participates on special project/work teams. Drafts tender documents, contracts, purchase orders and general correspondence. Reviews the technical and financial offers; participates in meetings with stakeholders as necessary. Responds to requests for assistance during tendering process from managers and staff at headquarters and the Decentralized Offices, makes recommendation on best course of action and approves obligations as per delegated level of authority. Supports corporate initiatives in accordance with the Corporate Environmental Responsibility Strategy to reduce emissions, increase efficiency and integrate sustainability. Participates in the market and suppliers research. Performs other duties as required. Specific FunctionsAssists in the delivery of capacity development programmes and monitors completion of procurement training programmes for purpose of Decentralized Offices' delegation of authority or access to Enterprise Resource Planning (ERP) through mandatory procurement training. Assists in the response and follow-up to auditing of procurement activities to ensure recommendations are addressed in a timely manner to ensure adherence to compliance framework; liaises with stakeholders. Supports the procurement monitoring function as part of the second line of defense; liaises with procurement officers at country and regional level as appropriate. Supports the Procurement Service communication activities; ensures accuracy, relevance and impact of communication to internal and external stakeholders. Oversees secretariat function for procurement related committees such as headquarters Procurement Committee and Vendor Sanctions Committee. Perform other related duties as required. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGAdvanced university degree in law, business/public administration, finance, economics, commerce or a related field and three years of relevant experience in procurement-related activities; ORA first-level degree in law, business/public administration, finance, economics, commerce, marketing or a related field, five years of work experience in procurement-related activities; and completion of professional qualification from an internationally recognized body such as CIPS Level 2/3/4, MCIPS, FCIPS or other UN-wide recognized certifications. Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish). Extent and relevance of experience in the field of the Corporate Environmental Responsibility. Demonstrated ability to prepare complex reports using extensive statistics and data sets. Working knowledge (proficiency - level C) of French and/or Spanish is considered an asset.
