Organizational Setting: The Procurement Service provides advice, guidance, and oversight for FAO procurement operations and establishes the overall procurement strategy based on "Best Value for Money" principles. Reporting Lines: The Procurement Officer (Monitoring & Compliance) reports to a senior Procurement Officer (Monitoring and Compliance), Procurement Service (CSLP). Technical Focus: Tender documents, contracts for services, and purchase orders for goods. Key Results: Ensure that procurement activities comply with FAO's established policies and procedures. Key Functions Supports monitoring through analysis of reports and makes recommendations. Participates in the development of improved work methods and procedures. Collaborates in the development of training tools and materials. Drafts tender documents, contracts, and purchase orders. Reviews technical and financial offers; participates in meetings with stakeholders. Responds to requests for assistance during the tendering process. Supports corporate initiatives in accordance with the Corporate Environmental Responsibility Strategy. Participates in market and suppliers research. Performs other duties as required. Specific Functions Assists in the delivery of capacity development programmes. Monitors completion of procurement training programmes. Supports procurement monitoring function. Ensures accuracy and relevance of communication to stakeholders. Oversees secretariat function for procurement-related committees. Performs other related duties as required. Minimum Requirements Advanced university degree in law, business/public administration, finance, or a related field and three years of relevant experience; OR a first-level degree with five years of experience. Working knowledge of English and intermediate knowledge of another FAO language. Technical/Functional Skills Work experience in more than one location or area of work. Extent and relevance of experience in Corporate Environmental Responsibility. Demonstrated knowledge of procurement and contract-related issues. Ability to prepare complex reports using extensive statistics. Working knowledge of French and/or Spanish is considered an asset.
