Summary About the Position:
The incumbent will serve as the Program Branch Chief within the Resource Management Division, G8 Directorate, and Senior Analyst who independently develops programs and approaches to accomplish mission.
Responsibilities Develop resource requirements for readiness, sustainment, modernization, facilities, , information management, equipment and other operational requirements Prepare methodologies, costing guidance, procedures, and instructions for developing, defining and articulating USARAFs resource requirements to HQDA Determine allocation and reallocation of resources required to support USARAFs multiple and diverse missions, functional areas, geographical dispersion, and operational demands.
Coordinate with Management Decision Package (MDEP) managers and appropriate Program Evaluation Group (PEG) analysts to ensure Program Objective Memorandum (POM) Budget Estimate Submission (BES) requirements are documented, and sufficiently resourced.
Review, analyze, and interpret legislation, Congressional language, Office of Management and Budget (OMB) directives and Department of Defense guidelines to determine resource impact on USARAF programs.
Assist and direct functional experts inside and outside the G8 in development, presentation and approval of annual budget formulation.
Supervises branch employee and provides senior analyst support to division that consists of military and civilian staff members engaged in planning, programming and defending resources to accomplish SETAF/US Army Africa assigned missions.
Requirements Conditions of Employment Qualifications Who May Apply:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes:
participating in all aspects of the Army Planning, Programming, Budgeting, and Execution (PPBE) Process.
Conducting economic, and cost analysis for numerous projects, and independently developing resource requirements for readiness, sustainment, modernization, facilities, , information management, equipment and other operational requirements.
This is the definition of specialized experience is typical of work performed at the lower grade/level (GS-12).
