Program Manager/Country Representative: Cameroon
Position Summary
- The Program Manager/Country Representative (PM/CR) is responsible for managing and implementing Search projects in Cameroon.
Based in Cameroon, with frequent travel to field activity locations, the position will be responsible for all aspects of programmatic, financial, and administrative coordination of Search's projects in Cameroon.
Principal tasks will be to oversee the program portfolio, determine appropriate implementing mechanisms to achieve projects' strategic goals, serve as the primary program liaison for donors, partners, and stakeholders in the country, oversee country-level planning and budgeting and reporting/evaluations, ensure compliance with management and financial procedures and managing the security of teams and organizational assets.
The position will report to the Country Director, in Nigeria/Cameroon, and work closely with the West Africa Regional Program Manager.
The Program Manager/Country Representative (PM/CR) is responsible for managing and implementing the project Women's Inclusion for New Security (WINS) in Cameroon and the project YOUNG Cameroon: Youth Organization's Upraised Network for Growth and Peace in Cameroon.
The PM/CR will also be the legal representative of Search for Common Ground in Cameroon.

**Roles and Responsibilities
**Key Area 1**: Project management, planning, reporting, and budget management.
- The Project Manager/Country Rep is in charge of the overall implementation of both projects, including managing the partnership with local partners.
In Cameroon, S/he is directly responsible for planning and implementing Search for Common Ground activities, sub-award management, and monitoring of project activities.
**Deliverables**:
- Oversee and monitor the implementation of both projects in Cameroon.
- Manage partnerships with national partners and finalize and oversee their sub-award.
- ** Project activities**:design project activities (e. g. , objectives and structure of activities); lead and/or deliver project activities; coordinate with trainers in the design and delivery of project activities
- ** Reporting**: review and finalize project documents (e. g. , presentations, and agenda); finalize donor reports; review and finalize monthly and activity reports before sharing; review General Ledger (GL) and support country finance team (CFT) in producing the financial report
- ** Compliance**: coordinates with the appropriate country management team member in ensuring project, finance, and logistics staff follow donor rules/regulations; ensure donor compliance; leads capacity-building sessions to streamline rules and regulations
- Finalize the procurement plan and coordinate with project vendors (e. g. , hotel, catering, transportation, etc.
)
- Monitor the BvA and the actual/planned project expenditure, and submit expenditure reports and supporting documents after a careful check of form, substance, and quality.
- ** Project Management Tool (PMT)**: Regularly update the PMT for projects, ensuring accurate and up-to-date work plans and projections.
- ** Subaward management**: Provide technical review of partner documents; lead communication with partner management; provide oversight to partner work plan and key deliverables; lead in partner capacity assessment/plan and partner selection
- Performance management: Interface with staff across all departments on a regular basis.
- Lead in staff capacity-building and identifying learning/growth opportunities;
- Coordinate with the Country Director (CD) in the development of the project staffing plan;
- Manage staff members accordingly
- ** External engagement**: Maintain regular communication with donors (e. g. , 4 corner meetings, reporting, etc.
); meet with local authorities as needed, facilitate approvals; meet with partner leadership, and conduct regular meetings
- ** Program management, quality, and project design**:Coordinate with Design, Monitoring & Evaluation (DM&E), Grants Management System (GMS), and Country Director (CD) in the organization of reflection sessions
- Note and record lessons learned via donor reports
- Ensure reviews and reflection sessions lead to an adaptive work plan
- Make sure that approved Search methodologies are utilized
- Coordinate with Global Affairs & Partnerships Program Development team, as needed
- Support in attending fundraising and networking meetings
- Support in the identification and decision of opportunities (go/no-go)
- ** Provide inputs **to strategy development and planning related to the technical area of work
- ** Technical review** of strategy and Objectives and Key Results (OKRs)Infuses organizational Values into all work
