BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Technology Division has embarked in a transformation journey to enable WFP to become a flexible, customer-centric, digital leader.
This requires the Office of the Director of TEC to be strategically supported by an analytical, target-driven and highly organised individual who can ensure projects and programmes are effectively and efficiently implemented to meet goals and requirements.
Under the direct supervision of the Chief Information Officer (CIO) and Director of TEC, the Programme Manager will support him in the achievement of results, work closely with TEC Management and TEC branches and contribute to digital assistance to governments, as well as to strengthening IT policies and advance their strategic implementation.
As Programme Manager, the incumbent will either support or lead on multiple initiatives, where the development has already taken place, he/she will be expected to transform these initiatives into action, overseeing the day-to-day delivery by working with a broad range of colleagues, partners and other stakeholders.
ACCOUNTABILITIES/RESPONSIBILITIES:
1.
Oversee delivery of cross-branch services, facilitate branches' coordination in projects, service delivery and policy definition;
2.
Lead cross-functional coordination on implementation of field government services, including needs assessment, audit implementation and HQ / Field coordination;
3.
Monitor and report on ongoing projects focusing on values derived, risks and mitigation measures, as well as future demands;
4.
Develop and implement relevant capacity-building initiatives for Country Offices and counterparts;
5.
Guide service model definition and implementation in the field for HQ branches and Regional IT officers.
6.
Manage an up-to-date inventory of all digital projects within TEC, including those at the global level, supported through cross-functional collaboration.
7.
Ensure implementation of audit recommendations and pursuing support and leadership from HQ divisions in the implementation of the SRA.
8.
Advise the development of new policies and the review of existing policies with the aim of adjusting critical ones, and enhancing IT governance, policy coherence and the IT policy compendium.
9.
Other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
In line with the above-mentioned accountabilities/responsibilities, all key initiatives, plans, reports, and inputs are completed in a timely and effective manner.
Regular feedback provided to the CIO and management team.
QUALIFICATIONS & EXPERIENCE REQUIRED:
**Education**:
University degree in economics, business administration, computer science, project management, public policy, or related field.
**Experience**:
- Minimum 8 years of relevant experience at the national or international level in programme management, project management and strategic advisory support to senior management.
