Organizational Setting The Office of Youth and Women (OYW) ensures that youth and women act as conduits both internally in FAO, supporting women and youth career enrichment and mainstreaming important topics of youth and women across the Organization, and externally, by gathering and realizing innovative ideas and approaches related to youth and women within the FAO mandate.
The position is located in the Office of Youth and Women (OYW) at FAO headquarters in Rome, Italy.
Reporting Lines
The Programme Officer reports to the Director, OYW.
Technical Focus
Contribute and support the strategic implementation of OYW to advance the role of youth and women in line with the FAO Strategic Framework 2022-31 and related policies, guidelines and action plans.
Key Results
Develops, implements and evaluates effective leadership and management of major projects and teams in accordance with Divisional/Office/Centre objectives and the FAO Strategic Framework.
Key Functions Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action. Performs specific assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. Researches, analyses and presents information gathered from diverse sources. Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies. Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions. Provides substantive backstopping to consultative and other meetings and conferences, including proposing agenda topics, identifying participants, preparation of documents and presentations. Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities. Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. Coordinates activities related to budget funding and prepares related documents/reports. Specific Functions Develops and monitors OYW programmes and budgets according to work plans and drafts related reports as required. Organises and participates in capacity development activities to advance youth and women engagement and empowerment in agrifood systems transformation. Coordinates initiatives, services and projects related to career development and other concerns of youth and women FAO employees. Prepares proposals and project documents to develop OYW's programme of work. Manages partnerships to seek funding opportunities and leads negotiations of funding agreements and project proposals. Performs other related duties as required. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements
• Advanced university degree in business administration or public administration, social science, political science or a related field.
• Seven years of relevant experience in project or programme management, administration or related area.
• Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions, is desirable.
• Extent of experience in the field of programme development and resource mobilization in a multilateral institution.
• Knowledge of development issues related to youth and women in the various fields of agrifood systems.
