This is an assignment of a purely temporary nature and it is not expected to lead to a career at the ITCILO.

INTRODUCTION The International Training Centre of the International Labour Organization (ITCILO) is the training arm of the ILO, the Specialized Agency of the United Nations, which promotes social justice and human rights in the world of work.
The ITCILO delivers training, learning and capacity development services to governments, employers' and workers' organizations, and other national and international partners, in support of decent work and sustainable development.
The Sustainable Enterprises and Economies Programme (SEE) of the ITCILO provides training, learning and capacity building services on topics related to enterprise development, responsible business conduct, social finance, green jobs, the social and solidarity economy, rural and local development.
The Programme Officer reports to the Manager of the Sustainable Enterprises and Economies Programme and will join a collaborative team managing an established thematic portfolio, contributing to its ongoing development and delivery.
This position demands the highest standards of integrity, respect for social, ethical and organizational norms and firm adherence to codes of conduct and ethical principles.
Functional responsibilities Under the supervision and guidance of the Manager of the Enterprise, Microfinance and Local Development Programme, the Programme Officer will support the consolidation and further expansion of the portfolio of training and learning activities on responsible business conduct, multinational enterprises and decent work as guided by the ILO Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (MNE Declaration).
Her/his responsibilities are:
Select and summarize information in the areas of the MNE Declaration, responsible business conduct and international labour standards, including human rights due diligence and social auditing, sustainable trade and investment and decent work in supply chains as background information to specific training and learning activities.
Undertake analysis of specific components and/or developments in the area of the MNE Declaration, responsible business conduct and international labour standards, including human rights due diligence and social auditing, sustainable trade and investment and decent work in supply chains, both in terms of policy development and practical approaches.
On the basis of identified training requirements, support the design of training activities in coordination with the relevant partners, preparing training proposals and sharing them with potential sponsors and clients.
Support the assessment of the potential impact of proposed training activities on the MNE Declaration, responsible business conduct and international labour standards, including human rights due diligence and social auditing, sustainable trade and investment and decent work in supply chains.
Act as an activity manager of training activities and projects, preparing cost estimates and monitoring of funds, coordinating the efforts and contributions of experts and resource persons.
Coordinate the delivery of training courses, including distance education programmes, as a trainer, tutor, and facilitator.
Support the preparation of training materials and delivering training sessions on the MNE Declaration, responsible business conduct and international labour standards, including human rights due diligence and social auditing, sustainable trade and investment and decent work in supply chains.
Contribute technically to courses, seminars, experts meetings, field missions and working groups relevant to the ITCILO's Sustainable Enterprises and Economies Programme.
Support the development of on-line dynamic participative training methodologies and practices in accordance to improve the quality, appropriateness and impact of the programme's training activities.
Establishment and maintenance of a roster of consultants, experts and resource persons relevant to courses and programmes in the technical area, and development of networks and cooperative arrangements with national and international institutions and agencies, United Nations organisations active in the technical programme area, and relevant ILO departments and offices.
Qualifications required Education Advanced university degree in business economics, social sciences, law, management of development or other relevant field, and specialization in a technical field relevant to the theme.
Experience At least five years of progressively responsible professional experience, of which at least two years at the international level, including responsibilities for policy development and/or policy advocacy on responsible business conduct and international labour standards, sustainable trade and investment and/or decent work in supply chains.
At least two years of experience in a low- or middle-income country.
Experience in the organization, management and delivery of training and capacity building linked to responsible business conduct, labour standards and principles in the corporate world and decent work in investment and supply chains.
Languages Excellent command of English and fluency in a second language among the following: French, Spanish, Portuguese or Arabic.

RECRUITMENT PROCESS This vacancy is being filled by competition in accordance with Article 1. 2 and Annex H of the Staff Regulations of the Centre.
The recruitment process, which may include a written test, a competency-based assessment centre and interviews, will take place during the 2 months following the deadline for applications.

CONDITIONS OF EMPLOYMENT Any appointment/extension of appointment is subject to the Staff Regulations and other relevant internal rules.
Appointments are of fixed-term duration.
A successful candidate will be offered a Regular Budget, fixed-term contract of two years, which may be renewed, subject to a period of probation as established by the Staff Regulations.
Recruitment is normally made at the initial step in the grade.
Any extension of contract beyond the probationary period is subject to satisfactory conduct and performance.
Salary and Post Adjustment, grade P. 3 in US$, per year (subject to revision by the International Civil Service Commission (ICSC)
Post adjustment multiplier for Turin, Italy (subject to change)
Minimum US$ 12. 989
Maximum US$ 16. 775
In case the official qualifies for a spouse benefit allowance, the above salary increases by 6% of the applicable grade and step.
