Organizational Setting The Animal Production and Health Division (NSA) promotes and facilitates the sustainable development of the livestock sector, integrating scientific and technical expertise and policy advice. It hosts technical networks in the areas of animal health, genetics, feed and animal husbandry and provides analysis, policy dialogue and technical assistance. It also supports emergency responses, mostly in animal health, and promotes the One Health approach in FAO's programmes and divisions. This position is located within the Programme and Operations Hub (POH) of the Animal Production and Health Division (NSA) at FAO headquarters in Rome, Italy. The position will focus on work related to the projects led by the FAO One Health and Disease Control Group (NSAH-CJW), which is primarily concerned with health threats of animal origin that affect public health and sustainable livestock production. Reporting Lines The Programme Officer reports to the Director of the Animal Production and Health Division (NSA). Technical Focus Coordination, programme/project design, management and implementation, strategic planning and programming, managing and monitoring financial resources. Key Results Develops, implements and evaluates effective leadership and management of major projects and teams in accordance with Divisional objectives and the FAO Strategic Framework. Key Functions • Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; identifies problems and initiates corrective action; liaises with relevant parties; ensures follow-up action. • Performs specific assignments, by planning facilitating workshops and assisting in developing action plans. • Researches, analyses and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends. • Generates survey initiatives; reviews, analyses and interprets responses. • Organizes and prepares written outputs, e. g. background papers, analyses, sections of reports and studies. • Provides substantive backstopping to consultative meetings and conferences. • Initiates and coordinates outreach activities; conducts training workshops and seminars. • Leads and participates in large field missions, including provision of guidance to external consultants and drafting mission summaries. • Coordinates activities related to budget funding and prepares related documents/reports. Specific Functions • Leads and coordinates the NSA Programme and Operations Hub (POH), overseeing support provided at divisional level in project design and management. • Acts on behalf of the Budget Holder for trust funds portfolio operated by NSA, managing overall project finances. • Coordinates the negotiation of project proposals providing programmatic expertise. • Monitors the implementation of NSA projects portfolio to ensure adequate management of resources. • Manages and supervises human resources allocated to the POH. • Establishes and maintains strong relationships with strategic partners to facilitate the delivery of NSA programme of work. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements • Advanced university degree in international relations, political science, development studies or a related field. • Seven years of relevant experience in project or programme management, administration or related area. • Working knowledge of English and limited knowledge of another FAO official language. Technical/Functional Skills • Work experience in more than one location or area of work is desirable. • Extent and relevance of experience in administration, human resources, finance and management of animal production and health programmes. • Demonstrated results-based management skills. • Understanding of FAO policies and programmes in the area of One Health, livestock, animal health, biothreat reduction and antimicrobial resistance is desirable.
