ABOUT PROGRAMME AND POLICY OFFICER (CLIMATE AND FOOD SYSTEMS) AT WFP
This position is based in Rome, Italy and reports to Thematic Finance and Policy Engagment Pillar Lead, Climate and Resilience Service.
In March 2024, the Climate & Resilience Service (PPGR) was created at headquarters, with the responsibility to oversee policy, programme support and guidance in the areas of climate, resilience and food systems.
At the same time, a corporate Food Systems cell was created under the Strategic Director of the AED Programme and Operations Department.
Food Systems is a shared responsibility between PPGR, which has the main responsibility for programme policy and technical field support; the Food Systems cell, which is developing a new corporate Food Systems strategy, and is responsible for overall coordination; and the Supply Chain Division which handles specific parts of WFP's food systems activities.
THE ROLE
The P3 Programme Policy Officer Food Systems in PPGR will be the focal point in PPGR to work with the FS cell and Supply Chain following the development of WFP's first Food Systems strategy; support the setup, development and streamlining of the food systems portfolio in WFP, and engage on behalf of the Climate & Resilience Service with policy and advocacy at the global level.
Besides, the Programme Policy Officer Food Systems will bring specific expertise at the intersection of food systems and climate action while important milestones and negotiations are currently ongoing at global level around financing for climate action, access to climate finance for fragile contexts and Loss and Damage solutions.
Furthermore, the Programme Policy Officer wil be supporting WFP Regional Bureaux and Country Offices to advance food systems transformation in a way that contributes to the to the objectives of the new Resilience and Climate policies, expected to be approved in November 2024.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Serve as the primary focal point within the Climate & Resilience Service to work with the Food Systems cell under the Strategic Director of the AED Programme and Operations Department.
This includes contributing to supporting the setup of the food systems portfolio, contributing to technical documents, strategies, and key messages as related to climate and resilience, as well as contributing to coordination and communication of food systems related opportunities. - Serve as a technical resource on climate and resilience for WFP's work with the Food Systems Coordination Hub (hosted at FAO).
This includes supporting the coordination team to provide inputs and feedback to the Hub as well as engaging with the WFP secondee in the Hub. - Coordinate and produce briefs and talking points in the areas of food systems, resilience, and climate action.
In this role, the individual will work across the Climate & Resilience team of experts to ensure that WFP's leadership is well prepared for internal and external engagements by coordinating requests and providing high quality, timely and accurate briefs and talking points. - Engage in global policy dialogues and advocacy in international fora such as the Conference of the Parties (COPs) for the UN Framework Convention on Climate Change (UNFCCC) and the UN Convention to Combat Desertification (UNCCD), and related processes related to food systems, climate action through food systems transform
