Panoramica:
**Background
In 2020 MSF OCB has handed over the responsibility for the implementation of their Operations in Italy to MSF Italy.
To handle the new projects, MSF Italy has established a new Department of Programmes, composed by a Humanitarian Affairs unit, a Medical unit and an Operations unit which includes the projects.
Within the areas of potential intervention, MSF Italy has identified that migrant victims of intentional violence (SiV) in Palermo metropolitan area are among the most vulnerable and neglected individuals in the area and there is the will of the local branch of the NHS (National Health System) to be engaged in providing dedicated care to this specific population.
In particular, the local NHS branch was already offering a multidisciplinary health care to undocumented migrants through a dedicated clinic, and they would like to be able integrate into this clinic a component of assistance for SiV without aiming at developing a separate vertical intervention.
MSF's intervention complements the services that the NHS is already providing to the victims of intentional violence (SiV).
MSF's support includes the provision of medical and social staff with experience in SiV care for the treatment of patients, as well as coaching and training for NHS staff.
The project aims also at identifying the SiV through outreach activities both in the formal migrant reception centres as well as in the migrant communities in Palermo metropolitan area and in strengthening the socio - legal assistance partially already provided by the NHS and the University of Palermo.
Responsabilità:
**Scope, reporting lines
Participates in defining, planning and monitoring medical activities and programs in the project in accordance with MSF's protocols as well as coordinates human and material related resources needed in order to ensure the quality of care provided by MSF.
The PMR reports directly into the Field Coordinator and functionally into the Deputy Medical Coordinator.
**Main tasks and responsibilities
- In collaboration with the Project Coordinator and the rest of team, the Deputy Medical Coordinator and MoH partners, defines, implements and monitors medical activities, according to MSF project plans, standards and protocols.
Participates in exploratory missions, situation assessments (defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and project proposal and reports to donors.
Ensures regular contact with MoH and other local medical actors
- Is responsible for the medical data collection, analysis and reporting to the Deputy Medical Coordination in the capital in order to ensure a proper monitoring of the program
- Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of MSF medical activities.
- Coordinates, supervises, coaches, supports and evaluates the medical team members' performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoH protocols.
- Plans and supervises, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities.
- Supervises an efficient management of the MSF field pharmacy and medical equipment, in collaboration with the Logistics department and project biomedical service and in consideration of program directions and protocol changes.
Monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage.
- Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.
Specific Context Accountabilities
- Coordinates efficiently all components of the project and the services provided by project partners in order to facilitate and support patient flow;
- Liaises with MoH staff to define protocols and SOPs to increase the quality of the services provided;
- Coordinates and manages the medical meetings with project partners to enhance the medical governance and sustainability;
- Networks with external health actors when needed;
- Defines together with the HP officer and the medical team, the frame of the outreach and HP activities (strategy, tools, package of activities) and ensure supervision to the implemented activities;
- Prepares and provides modular trainings to public/private entities to sensitize them on the SIV topic and to identify and refer beneficiaries to the SIV Clinic;
