The Small Project Office Portfolio is a pivot for a sustainable and profitable business of D&IS in Italy. It leads the execution and overall Alstom performance with regards to Wayside Signaling Projects aimed at upgrading the installed base to the latest technical requirements and covers the so-called "Small Projects" market segment.
The SMO Portfolio Manager directly manages a portfolio of projects and also plays a key role for larger system projects through specific work packages management. In particular, the purpose of the job is:
Drive the execution of projects according to contractual requirements and customer expectations, to maximize the results with respect to cash and margin whilst delivering on time, in conformity with Alstom project management and execution processes for Small Projects; be accountable for project Quality Cost Delivery Performance (QCDP). Act proactively addressing projects and/or WP commitments vs. System projects and collaborating with peers for seamless and successful operations. Seek and propose new opportunities working with the Customer Director, the Sales Team and the Project Team, especially when developing the pipeline for the call offs of Frame Agreements covering installed fleet upgrade. Lead the SMO Project Office, Engineering and Installation Teams assigned, providing effective guidance and playing a pivotal role transversal to all functions and team involved in SMO BU projects. Together with the respective D&IS Signaling Department Head leaders in Italy, review and align the vision of the Métier assigned and involve the team in its implementation, aiming at continuous improvement of productivity and performances. Plan, grow and acknowledge team expertise. Be responsible for supervising, managing and motivating team members on a daily basis. The SMO Portfolio Manager will interact with Customers and a variety of internal and external stakeholders (i. e. peers, team members, etc. ) so the communication as well as the motivation skills are a critical part of the job.
MAIN RESPONSABILITIES Be accountable for SMO Portfolio contracts QCDP performance, optimize Project Financial performance (Margin & Cash) and provide guidance and continuous improvement and productivity to the assigned Métier. Be responsible for the SMO governance. Define overall BU and specific initiatives or contracts way of working and strategy in line with Alstom internal criteria for Small Projects and contract requirements, identify and implement synergies, setting while managing objectives allocation to overall functions/stakeholders involved into SMO Portfolio projects and activities (Work Packages) delivery (planning, cost, quality, performance). Lead and coordinate project activities and stakeholders from opportunity identification and order award to close-out including:Definition of Frame Agreements (and related Call-offs) objectives and main drivers (i. e. system performance, planning) to achieve customer satisfaction in the frame of the Contract. Lead Projects and Engineering teams and manage Resources. Escalate when project resources available do not match the project needs. Make sure that key project stakeholders are aligned towards projects goals. Synchronize internal partners and arbitrate when necessary. Align projects with contractual requirements and manage variation orders. Arbitration of Q, C, D, P re-baselining and change management at portfolio level. Manage claim and litigations if needed. Proactive risk, saving and opportunity management. Manage the project Portfolio progress and its KPIs, and reports to senior management, with transparency during the business/critical project reviews. The SMO BU Manager is the representative of the entire portfolio towards Alstom management. Ensuring compliance with applicable rules, instructions and standards: Code of Ethics & Compliance, EHS, Railway Safety, Quality, Project Management Manual. Manage customer and external stakeholders' relationship, continuously ensuring:Alignment with customer contractual requirements;Contract management and variation orders towards customer. Manage Engineering and Installation activities assigned to SMO Portfolio with strict collaboration and alignment with System Project Engineering and Field Operations organizations:Define and implement engineering and field operations vision (team profile and skills, discipline evolutions in terms of technology, department competitiveness, …);Set clear team goals, delegate task and set deadlines for project/program execution. Continuously motivate, encourage, evaluate and recognize, train and develop resources, in cooperation with HR, as per approved performance evaluation process and targets. Develop the growth of World Class Engineering (WCE) Experts. Be accountable of Process, Methods and Tools deployment and continuous improvement (when applicable). Manage the "SMO Reference Library" (cost structure & cost drivers) of the assigned Métier/domain. Foster the collection and sharing of REX from project/WP execution. Review workload forecasts and capacity, leveraging on subcontracting & business strategies as well as footprint objectives, and staff adequately for Projects delivery. Commit in Project/Program/Tender Quality Cost Delivery (QCD) related to the assigned Métier/domain (when applicable). PERFORMANCE MEASUREMENTS Sales, contribution margin, cash and Portfolio Working Capital;Staffing: Total Capacity versus Workload, analysis and action plan, this in line with budget targets;Team maturity level and qualifications (when applicable);Productivity and margin improvement;EHS (when applicable).
