Position: Proposal EngineerWithin the business line Energy Carriers, the Proposal Engineer assists the Proposal Manager in planning, coordinating and controlling the execution of the proposal, in accordance with the instruction to Bidder requirements and Proposal objectives, within time and cost constraints in observance of Quality procedures and practices, conducting the following activities:Develop the Proposal PlanOrganise and hold the bid kick-off meetingDefine the bid cost structure, with the support of the EstimatorManage the interfaces with Partners and ClientEnsure definition of the scope of work of each party involved in the bidAnalyse Contract requirements and conditionsEnsure definition of the cost estimates developed by the EstimatorApprove the cost estimate of internally performed activities developed by the Estimator and based on the evaluations made by the other technical/procurement departments (engineering, procurement, assets management)Approve the preliminary project cash flow developed by the EstimatorEnsure the definition of project organisation, overall project schedule, overall execution plan, overall resource planEnsure the integration of proposal packages prepared by the individual Operating Companies and Proposal Partners (if any) and reconcile possible discrepancies (for Onshore Project)Ensure the preparation of Cost Closure ReportsEnsure the submittal of the Proposal to the ClientManage the post-bid clarification phase with the ClientLead, if so delegated, negotiations with clients to reach an agreement on the outstanding pricing, commercial, contractual and technical aspects of the Proposal and in the formalisation of contractsPrepare the Proposal Close-out ReportPrepare the Project ArchitectureEnsure that Risks Analysis is correctly applied, guaranteeing through ROBS (Risks and Opportunity Breakdown Structure) the definition of the risk register through the Risks and Opportunity methodology applicationYEARS OF EXPERIENCE: 3-5 years in similar positionsIT SKILLS: Office PackageSOFT SKILLS: Problem-solving, Adaptability/Flexibility, Communication.
