Protestant Coordinator Of Religious Education
In accordance with Reference (a), "SECNAV INSTRUCTION 1730. 7E, " the Professional Naval
Chaplaincy provides for the religious needs and obligations of their people at the very moments
and in the very places where the nation demands the most of its Service members and is least able
to serve them. Ref (a) stipulates that the Commanders will support the free exercise of religion,
and have a Command Religious Program (CRP) which accommodates the religious needs,
preferences, and rights of the command members, eligible family members, and other authorized
users. The CRP is supported with appropriated funding consistent with other personnel programs
within the Department of the Navy.
3. SCOPE
(a) This is a non-personal service contract for PDRE for Naval Support Activity, Naples, IT (NSA
Naples). The coordinator shall serve as a resource person, advisor, and director of Protestant
Religious Education within the Naples community. The PDRE consults and coordinates with the
Government Command Chaplain and the Government senior Protestant Chaplain assigned to NSA
Naples, IT.
(b) The coordinator will be expected to conduct himself/herself with due regard to public conventions
and morals. He/she must uphold professional work ethics, with good moral character and relate
well to people of other faith groups while following Navy and chapel regulations. The NSA Naples
Command Chaplain will make the final decision as to the appropriateness of all elements of the
Protestant Religious Education Program.
4. QUALIFICATIONS OF THE PROTESTANT DIRECTOR OF RELIGIOUS EDUCATION (PDRE)
The Coordinator PDRE shall have the following minimum required qualifications:
(a) Possess legal status to reside in Italy and work for US forces in Italy.
(b) Speak conversational English.
(c) Possess basic proficiency with computers and software.
(d) Have sufficient professional abilities and human relations skills to facilitate a religious program,
including recruiting, training, and leading volunteer teachers and religious education assistants.
(e) Possess a bachelor's degree or higher, or have at least four years documented experience with
religious programs.
5. RESPONSIBILITIES
The Coordinator PDRE is directly responsible for providing and delivering a total Protestant
Religious Education Program from levels Pre-K through adult levels. The Coordinator PDRE shall
comply with ref (b) and Ref (c) when working with minors.
The Coordinator PDRE shall perform the following tasks:
A. Overall Facilitation and Coordination
(a) Be an active participant of the Naval Support Activity (NSA) Chapel community and stay abreast
of chapel activities.
(b) Liaise with other Religious Ministries Teams (RMT) and Contracted Religious Ministries
Professionals (CRMP) for coordination of chapel-wide activities.
(c) Coordinate all program details and decisions with the NSA Naples Chaplain staff. Compile
materials for the NSA Naples Protestant Chaplain to review for Protestant programs.
(d) Liaise with the designated NSA Naples Protestant Chaplain at least once a week to discuss the
programs, issues, site conflicts, attendance, staffing, supplies/equipment and other related topics.
(e) Promote and maintain high attendance of students and participants.
B. Program Development
(a) Develop and maintain catechetical programs for all age groups.
(b) Continue professional development objectives in order to enhance effectiveness as a
contracted PDRE, through online courses, personal reading, peer associations, study days, and
prayer.
C. Parental Communication
(a) Coordinate a Parent's Meeting for students. Discuss with parents requirements of participation,
dates of events, and expectations.
(b) Coordinate with the Command Chaplain for the use of permission slips to promote good
communication with the parents and guardians of activities. Permission slips should be used in
accordance with Command Chaplain policy, such as whenever minors are leaving NSA Chapel
premises in care of adults other than parents/guardians. Permission slips should include the type,
place, and times of the planned activity involving minors and emergency contact numbers. Plans
for adult supervision should also be communicated to parents and guardians.
D. Recruitment Support, Training, and Management of Volunteer Personnel
(a) Develop, maintain, and update a strategy for recruiting volunteer teachers and assistants. Execute
recruiting efforts, to include manning a table after services, bulletin announcements,
advertisements, online mailings, and personal appeals.
(b) Train volunteers to use a variety of resources to develop effective and engaging lesson plans
curriculum guide standards and indicators.
(c) Plan, organize, and run a Volunteer Orientation, as needed.
(d) Schedule space usage for volunteer training and events per base and chapel policies.
(e) Recruit, train and coordinate volunteers for all Protestant religious education programs
