Protocol Specialist
You will serve as a Protocol Specialist in the Protocol Office of COMMANDER US NAVAL FORCES EUROPE.
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Fluency in the Italian language is required (i. e. , read and understand written language, formulate written text, follow and understand speech, produce speech in the language and be understood) for the purpose of providing protocol support, briefing, and conference assistance through advisory and planning services, enabling U. S. Naval Forces Europe, U. S. Naval Forces Africa and Commander, U. S. Sixth Fleet (CNE-CNA-C6F) to accomplish its mission. Language proficiency impacts the image of the Navy and the ability to establish rapport with other civilian, military, and foreign countries.
In addition to the selective placement factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Planning schedules and itineraries for distinguished visitors (e. g. , military, civilian, U. S. and Foreign government and corporate leaders) to ensure appropriateness of all elements of a function considering the status, cultural, and religious backgrounds of attendees.
Applying concepts of basic accounting, budgeting, purchasing and contracting to manage a protocol office.
Planning and implementing changes to improve agency protocol programs in terms of meeting Command goals.
Conducting research on non-technical subjects to plan a variety of special events (e. g. , conferences, briefings, ceremonies, command sponsored events and/or social functions).

Civilian Component in a host nation of any person who holds dual citizenship of the U. S. and the host nation. For example: A person who holds both Italian and U. S. citizenship may not be employed in the U. S. Civilian Component in Italy; however, that person is not prohibited by the NATO Status of Forces Agreement from employment in the U. S. Civilian Component in another NATO host nation of which (s)he does not hold citizenship. This position is covered by the Department of Defense Priority Placement and Alternate Placement Programs.
