Resource Efficiency Manager 4508, Naples Client: GovCIO Location: Naples, Italy Job Category: Other EU work permit required: Yes Job Reference: 7e8b30670400 Job Views: 3 Posted: 22. 01. 2025 Expiry Date: 08. 03. 2025 Job Description: Overview GovCIO has an exciting opportunity to provide Energy Program Support services to assist the NAVFAC Installation Energy Manager (IEM), Regional Energy Program Manager, and NAVFAC Public Works Energy Product Line (PW8) to achieve a robust energy management program through accomplishing actions/projects by adhering to energy laws, regulations, policies, directives and goals. Resource Efficiency Managers (REM) will assist in developing and implementing actions/projects in support of facility maintenance, repair, and construction activities, including providing design review comments; project and program management support; identification of energy savings projects, construction coordination and oversight; and other support activities to ensure efficiency, renewable, resilient, and net-zero energy and water measures are incorporated into all actions. This position will be located at Capodichino Base in Naples, Italy. Personnel are expected to work 30% - 40% at home base (Naples, Italy) and approximately 60% - 70% at other installations. Responsibilities Assist with promotion, education, and adoption of energy and water resources conservation and management activities necessary to optimize the use of utility resources, including but not limited to natural gas, electricity, solar, geothermal, water, wastewater, wind, and other energy/utilities. Assist with energy and water plans such as the Installation Energy Programs Summary (IEPS). Support NAVFAC EURAFCENT with facility audits, energy and water project feasibility, development, analysis and measurement & verification of savings, alternative financing project facilitation, demand-side cost reduction, energy awareness promotion, O&M efficiency enhancement, and new technology utilization especially involving renewable energy sources and microgrids. Develop innovative energy security EPSP projects to address energy security gaps to meet Navy Command Mission Assurance Flags and equity with prioritized solutions. Conduct Facility Audits to meet the top 75% Usage Requirement. Document recommended Energy Conservation Measures and recommended Energy Projects based on Audits. Recommend projects to upload to the Project Management Module (PMM) within the IEPS Tool Suite. Develop cost estimates consistent with the Cost Estimate Classification System by AACE. Develop project documentation and financial calculations justifying project viability. Identify projects to be implemented, prioritization of projects, anticipated time of implementation, and a strategy for the implementation. Contribute to the development and sustainment of a comprehensive Energy Awareness program. Help plan and carry out continual energy awareness activities and implement an energy suggestion program. Assist in preparation of an annual energy report and nominations for energy awards. Investigate current meter data for water, electricity, natural gas, and fossil fuels on a regular basis. Work with installation personnel to field check, diagnose problems, and determine energy cost savings that can be realized upon correction. Maintain awareness of ongoing ESPC and/or Demand Side Management (DSM) activities. Clearly document the savings associated with the measures. Investigate energy security and saving opportunities at the installation. Prepare project implementation packages including ASHRAE level 2 energy audits. Support NAVFAC and its Clients with identifying, defining, scoping, estimating, and developing energy-focused job packages. Physically inspect facilities and take inventories of equipment, control systems, networking devices, and communication cabling. Qualifications High School with 3 - 6 years (or commensurate experience) EU Citizens and citizens of countries in the European Economic Area (EEA): Technical and practical knowledge and experience (at least 3 years) as an energy manager on Department of Defense or similar government facilities. US citizens must meet USSSO/DOCPERS min requirements. Certified Energy Auditor (CEA) or Certified Energy Manager (CEM) or at least six months experience on a US military base. Experience and understanding of energy resiliency, reliability, and efficiency principles and practices. Experience and ability to monitor energy consumption and audit facilities. Ability to read, write, and speak fluent English (CEFR C1 level preferred but minimum B2). Proficiency in Microsoft Office software and Adobe Acrobat. Training and knowledge of IEPS, DUERs, NSGEMs, and other Navy energy platforms is desired. Ability to perform moderate activity while working indoors and outdoors. Successful completion of background investigation and any administrative vetting actions required to access EURAFCENT Region bases.
