Job Description:Reporting Lines

Staff members deployed for surge support report to the FAO Representative.

Technical Focus

Contribute to strengthen FAO's positioning, resource mobilization (RM) and partnerships in response to crisis.

Key Results

Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.

Key Functions Researches and analyzes technical, food and nutrition security assessments, emergency response, policy related and/or funding/project related data and information to support the delivery of programme projects, products and services;Produces various reports, proposals, programme/project documents, position papers, policy briefs, financial/donor reports as well as critical information for inclusion in governing body reports etc;Participates on project teams, collaborates in project and programme formulation and provides technical and/or administrative support to ongoing operational emergency and recovery projects;Liaises with FAO technical Departments as well as other UN Organizations to obtain and/or exchange information regarding food and nutrition security assessments, emergency and recovery activities and other related issues;Provides technical/administrative support and promotes best practices to Decentralized Offices;Monitors and provides support to resource mobilization activities including corporate appeals, donor macro grants, CERF/SFERA submissions, annual appeals and mid-year reviews, maintains information and prepares related reports;Maintains and updates information systems, databases and web pages;Performs other duties. Specific Functions Strategic planning:

Contribute to develop FAO response plans/appeals that clearly articulate priorities, expected results, cost effectiveness and the centrality of agriculture to the humanitarian response.

Analyse funding and partnership opportunities against FAO priorities.

Develop an RM action plan. Resource mobilization and partnership:

Lead/support donor outreach, including through the organization of bilateral meetings and partner briefings.

Draft/review project proposals of high quality, in line with FAO and donor requirements.

Identify possible collaborations/partnerships, including with UN, NGOs, private sector and other entities;

Support funding negotiations with resource partners at country level, in close collaboration with OER/PSR.

Oversee/support donor visibility and field visits.

Liaise closely with FAO Resource Mobilization and Partnership Units/Teams at regional, subregional and headquarters levels, including PSR, PSU and OER. FAO staff are expected to adhere to FAO Values of Commitment to FAO, Respect for All and Integrity and Transparency.

REMUNERATION

Employees will maintain the contractual status, benefits and medical plans by which they are covered when performing their normal functions for the time of the deployment.
