Develops standards, criteria, and overall plans for the facility management and sustainment program throughout the DPW, including such programs as Common Levels of Support , General Fund Enterprise Business System, ArmyMaintenance.com and other existing, or future, Standard Army Multi-Command Management Information Systems.
Programs, coordinates, and schedules resources for accomplishment of work by contractors, as required.
Ensures contractors operate in the most effective and efficient means possible.
Incumbent proposes improvements in the form of alternatives with the predictions of the results which can be expected to be achieved from adoption of different courses of action.
Conducts studies and provides leadership directed toward their improvement and adoption of new methods for the execution of the DPW mission.
Develops recommendations, justifications, and specifications for improving operations for areas such as facilities maintenance, programming and budgeting, automation, etc. , based on knowledge and interpretation of management and facility sustainment principles and techniques.
Utilizes cost analysis techniques to determine methods of accomplishment of facility sustainment projects.
Prepares pertinent data on activities, tools, equipment, production quotas, flow of work, quality control, and manpower utilization.
Provides guidance on particularly complex and novel business practice problems that arise within the directorate.
Develops innovative solutions utilizing the most current facility management theories, practices, and precedents.
Chairs or participates in conferences and working group meetings involving Public Works projects.
Reviews and analyzes programs, tasks, and activities involved in the overall DPW mission.
Formulates methodology and utilizes mathematical/scientific techniques to conduct analytical studies and evaluations of government and contractor efforts in terms of costs, progress toward objectives, deficiencies, critical problems in operations, lack of resources, adequacy and validity of factors and standards, and need for revision of tasks and schedules.
Investigates variances from established program standards and schedules revealed by analysis of progress reports.
Analyzes and summarizes data and deviations and identifies problem areas for detailed investigations.
Recommends adjusting resources, changing schedules or budgets, revising objectives or changing standards of performance as needed.
Develops and provides authoritative recommendations for real property maintenance plans, priorities, and schedules.
Serves as the principal representative in negotiations involving Inter/Intra Agency Service Support Agreements and in base-wide studies such as consolidation, expansion, or closure.
Plans, integrates, and executes major reimbursable work in the DPW program.
Performs manpower, staffing, and TDA studies for the DPW.
Directs establishment and implementation of internal policies, operating procedures, and control systems.
Performs studies and recommends improvements in the DPW organization, processes, and technologies to increase the efficiency and effectiveness of the directorate's services.
Executes the Resource Management Internal Control for the DPW.
Analyzes and formulates requirements for automation systems to support DPW programs, systems, and processes.
Conducts evaluations of the output of automation systems to ensure that objectives are met and to assess the effectiveness from a system standpoint.
Develops methods for more effective operations.
Oversees the DPW Quality Program which includes participation in the Army Communities of Excellence based on Army Performance Improvement Criteria and Interactive Customer Evaluation.
Verifies the validity of cost estimates, determines appropriate cost goals, and tracks contractor progress toward achievement of goals.
Without infringing on the contractor's responsibilities, develops and/or establishes standards by which the contractor's performance can be measured and requirement for bonuses or penalties can be determined.
Evaluates contractor efforts which are conducted under various contract vehicles such as firm fixed price or cost-plus award fee.
Directly supervises the activities of DPW work order section, supply, scheduling and estimating, annual work plans, information assurance and other technical personnel engaged in the division operations.
Assigns and reviews work directly, reviews and certifies correctness of job descriptions, develops performance standards and serves as rater in the annual performance appraisal process.
Makes final decisions on training needs and training nominations.
Establishes overall vacation schedules and approves leave for key personnel.
Interviews applicants and makes selection.
Initiates and approves recruitment and all other personnel actions recommended, and within delegated authorities approves all disciplinary, award, and similar personnel actions.
Reviews and resolves group complaints and grievances, refers more serious offenses to higher levels for resolution (e. g. , separation, downgrade).
Assures constructive, positive labor management relations and adherence to established equal opportunity and related personnel programs.
Supports position and classification reviews and ensures effective position management within the organization.
Tour of duty is 40 hours per week, Monday through Friday from 08. 00 to 17. 00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of specialized experience equivalent to at least the U-01 grade level.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
