POST CONTEXT
The Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.
The NATO Strategic Direction-South (NSD-S) Hub Director's Office, is responsible for coordinating, monitoring, assessing, and planning the Hub functions and the activities performed by individual functional Hub Sections.
The Knowledge Management & Engagement Branch is responsible for identifying, directing, validating, prioritising, coordinating, and fusing NSD-S-related information and Knowledge requirements.
The Knowledge Management Centre is responsible for establishing, developing, and managing cross-functional and inter-agency information sharing tools to ensure access and dissemination of Hub-deliverables.
The Civilian-Military Engagement Coordination Section supports the development, planning and implementation of NATO cooperation and partnership programs in the NSD-S area.
It contributes to NATO's situational awareness and comprehensive understanding in the
NSD-S area, through the establishment and maintenance of a permanent and robust liaison network.
The Middle East (ME) cell supports the development, planning and implementation of NATO cooperation and partnership programs focus in the ME area through the establishment and maintenance of a permanent and robust liaison network.
The Staff Officer (CIVMIL Engagement Middle East)'s main responsibility is to contribute to NATO's situational awareness and comprehensive understanding of the area, through the establishment and maintenance of a permanent and robust liaison network.
The cell monitors and provides advice on the synchronization of NATO engagement with non-military actors and Non-NATO Entities (NNEs) in Middle East, in order to leverage non-military information while delivering comprehensive Hub products coordinated by CIVMIL Engagement Manager, to contribute to the Hub-wide out-reach program (engagement plan) with non-military actors and NNEs in support of the delivery of comprehensive Hub products.
The incumbent reports directly to the Cell Head (CIVMIL Engagement Middle East).
**2.
DUTIES
The Staff Officer (CIVMIL Engagement Middle East) facilitates the Section Head and the Director's interaction with non-military actors and Non-NATO Entities (NNEs) and contributes to his Key Leader Engagement.
The Staff Officer (CIVMIL Engagement Middle East) facilitates other NSD-S Hub sections/branches/cells outreach to non-military actors.
The Staff Officer (CIVMIL Engagement Middle East) identifies, in support of Stakeholder analysis, key International, regional, governmental and non-governmental organizations capabilities and limitations in the NSD-S HUB area of interest, in order to identify the success factors to assess, create, and sustain stability.
The Staff Officer (CIVMIL Engagement Middle East) analyses key International, regional, governmental and non-governmental organizations agenda, priorities, perceptions, and means in order to de-conflict or coordinate the planning of activities to work toward a stable NSD-S Hub Area of Interest (AoI).
The Staff Officer (CIVMIL Engagement Middle East) Initiates and monitors a liaison network with selected non-military actors in order to facilitate an information sharing structure for identifying factors of instability and creating stability.
The Staff Officer (CIVMIL Engagement Middle East) processes and assesses the information received from the International, regional, governmental and non-governmental organizations to support the NSD-S Hub comprehensive understanding.
The Staff Officer (CIVMIL Engagement Middle East) meets with selected non-military actors to ensure mutual support and understanding.
The Staff Officer (CIVMIL Engagement Middle East) provides specific expertise to the development of scenarios, the work for Comprehensive Preparation of the Operational Environment and Joint Operations Planning Group in the NSD-S Hub AoI as required.
The incumbent has Functional Area decision authority.
The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract and, depending on requirements, may be required to direct and supervise the work priorities of one or more HQ multifunctional teams.
Under routine circumstances, the job is performed in a typical office environment where the risk of injury is categorized as "none".
