POST CONTEXT Headquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.
As a Joint Force Command, the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis and conflict.
It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters.
The Plans Directorate is responsible for planning, directing, monitoring, assessing, and coordinating planning, readiness, and partnerships staff functions.
The J9 Division is responsible for the planning, coordination, and implementation of NATO's strategic policy and guidance through the development of effective dialogue, information exchange, cooperation, coordination, and consultation with all relevant civilian and military actors, NATO and non-NATO entities and organizations, academia, security institutions, and initiatives.
It supports JF HQ planning and conduct of operations by providing military and civilian expertise related to Civil-Military Cooperation.
The Civil-Military Cooperation (CIMIC) Branch contributes to the planning and execution of operations and exercises, including participation in the JF HQ's Deployable Elements, by providing assessment and advice on the civil environment during all phases of an operation and throughout the battle rhythm.
It facilitates harmonization of civil actors' plans and actions with military operations.
The Liaison and Knowledge Development (L&KD) Section coordinates a JF HQ-wide outreach program and synchronizes in-theatre and out-of-theatre liaison.
It contributes to the JF HQ's Comprehensive Approach efforts by establishing and maintaining dialogue and interaction with civil authorities and stakeholders at operational and strategic levels from the international community (Governmental Organizations, International Organizations (IOs), Non-Governmental Organizations (NGOs), Centers of Excellence (COEs), Academia, and Think Tanks).
The incumbent reports to OJS PJJL 0010 - Section Head (Liaison and Knowledge Development) - OF-4.

DUTIES The Staff Officer's duties are:
Advises the CIMIC Branch Head, through the Section Head (Liaison & KD) for the development, implementation coordination, and monitoring of the JF HQ CIMIC Liaison & Outreach Strategy and Action Plan by directing the liaison and engagement with external non-military actors and within the framework of the Comprehensive Approach (CA).
Supervises the synchronization and coordination of innovative Liaison & Outreach activities to be performed by the section SOs, including (but not limited to) the identification of key civil and humanitarian actors, their capabilities and limitations, agenda, priorities, and perception with a view to support the JF HQ mission.
Provides the Liaison & KD Section the long-term stability and corporate knowledge with regards to liaison and information management related to Non-Military Actors.
Leads in the planning, development, and coordination of training, advocacy, and education activities, to include MEL/MIL scripting and Expert Team Visit and ensuring that JF HQ staff is updated regularly on the latest civil-military coordination principles, guidance, and events.
Serves as primary Focal Point for the integration of Protection of Civilians (PoC), Law of Armed Conflicts/International Humanitarian Law (LOAC/IHL) and related resolutions, conventions, and treaties in the operational planning process (through participation in relevant JOPGs) and execution of JF HQ operations, including training and exercises.
Takes the lead for the organization and the conduct of Liaison activities, including Liaison visits with Host Nations and national Joint Headquarters, in support of JFCNP Regional Plan South East and its related revisions.
Acts as primary focal point for the integration of Protection of Civilians and other Military Contribution to Human Security topics into JFCNP Regional Plan South East and its related revisions.
Establishes and maintains liaison with other PoC Field Focal Point/Advisor, Host Nation, and United Nations protection mechanisms in Operations.
Facilitates the mainstreaming of UNSCR resolution 1325 on Women, Peace, and Security, with its four pillars of prevention, participation, protection, and peacebuilding and recovery into the operational planning process and execution of JF HQ operations, including training and exercises.
Coordinates and gives advice to other Staff Officers in the Liaison & KD Section for the mainstreaming of all Military Contribution to Human Security / Cross-Cutting Topics (Protection of Civilians, Conflict Related Sexual Violence, Children and Armed Conflict, Cultural Property Protection, Combatting Trafficking in Human Beings) in the operational planning process and execution of JF HQ operations, including training and exercises.
Provides support to the preparation and delivery of the Civil Environment Working Group, with contributions and inputs related to Liaison activities and projects.
Serves as primary Focal Point for the development and maintenance of a liaison structure with national governments, the international community, industry experts, and other civil actors to coordinate emergency planning in areas such as civil protection; humanitarian assistance and disaster relief; protection of critical infrastructure.
Supports the SOs in the CIMIC Plans, Policy, Ops & Training Section to identify and liaise with the main non-military actors and non-NATO entities to coordinate their participation and contribution to JF HQ Planning Processes and Exercises within the framework of the Comprehensive Approach (CA).
Facilitates interaction, synchronization of activities, and information sharing with Liaison SOs in SHAPE, Joint Force Commands as well as the NSD-S-HUB.
Undertakes work and/or acts as lead of a project team or working group as directed or assigned by the Section Head.
The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TOY assignments, both within and without NATO boundaries up to 30 days.
The incumbent may be required to support and participate in Mobile Training Team activities (MTT), including travel to non-NATO nations.
May be assigned to chair or coordinate specifically dedicated CMI/CIMIC Working Groups at the JF HQ or in Theatre in collaboration with the involved IOs/NGOs, Host Nation/Entity Authorities, where certain managerial responsibilities could be assigned.
Attends periodic conferences and meetings on operational CMI/CIMIC issues.
The work is normally performed in a Normal NATO office working environment.

QUALIFICATIONS AND EXPERIENCE ESSENTIAL University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
Experience providing feedback and inputs to the development of CIMIC policy and guidance.
Experience initiating influential relationships with internal and external customers, suppliers and partners at senior management level, including industry leaders.
Experience in influencing policy and strategy formation.
Must have an English Standard Language Proficiency level of "professional" in Listening, Speaking, Reading and Writing (SLP 3333 based on NATO standards).
DESIRABLE Broad knowledge and understanding of NATO's contribution to the comprehensive approach to operations and of the working principles and agendas of key civil actors and organizations.
Experience in National and NATO staff work.
Working experience as CIMIC SO, desirably during national or NATO deployment.
COURSES Participant in NATO training and exercises (if possible, in advance).
High level of organizational, coordination, and communication skills required.

POSITION AND CANDIDATE PROFILE Personal attributes Able to integrate into a military organization and work in a team, good communication skills essential.
Able to work under pressure and with short suspenses; to work outside normal office hours and environment; to solve problems with minimal guidance; to travel regularly to other HQs for coordination.
Ready to deploy to deployed HQ in support of development of Security requirements.
Must be in good health, flexible, and able to work in more than one context simultaneously.

As SME, the incumbent has to brief High-Level Decision Makers on political analysis and issues including recommendations on possible effects on NATO Mission.
Contribution to the objectives CIMIC liaison and analysis depend on the incumbent's effort and skills to make information from external sources available.
Information from International and Governmental Organizations will have an impact on NATO operational level planning and the decision-making process.
Supervisory Responsibilities May be required to direct and supervise the work priorities of one or more HQ multifunctional teams.

CONTRACT The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite contract.
NATO International Civilians will be offered a contract in accordance with the provision of the NCPRs.
The basic entry-level monthly salary for a NATO Grade 15 (A-2) in Italy is Euro 5, 725. 22 which may be augmented by allowances based on the selected staff member's eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
