Supervisory Contract Specialist
DutiesDetermine validity and degree of completeness in the statement of work and specification by conducting market research and site visits. Develop and submit contracting milestones in accordance with specifications, historical knowledge market conditions, and Department of Defense (DoD), Department of Army (DA), the Command supplements. Supervise an office responsible for responding to requirements specific to the OCONUS Theater. Determine the responsiveness of bids, establishes price reasonableness, and determines the responsibility and capability of low bidders to perform based upon financial and technical analyses. Prepare the necessary post-clearance documentation summarizing all pertinent factors and aspects (e g. , cost price, data fights, subcontracting plans/goals, etc). Supervises the work of specialists engaged in the performance of contract award and administration functions for a wide variety of services, supply, or construction contracts. Provides advice and counsel on both work and administration matters. Advises management, contracting officers and customers on matters pertaining to contracting policies. Requirements Conditions of EmploymentOne year trial/probationary period may be required. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance. Must obtain and maintain a no-fee passport and associated visa while assigned to a federal civilian position in an area requiring a passport and associated visa, if authorized. The incumbent must sign an overseas rotation agreement to return from the foreign area in 5 years upon appointment or placement, unless otherwise extended or exempt. This is an Army Acquisition, Logistics and Technology Workforce position.
Selectee must meet position requirements for contracting certification within 36 months as of entrance on duty. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Providing guidance on contracting policies and procedures related to pre-award and post-award functions; 2) Conducting price analysis for negotiation of contract prices, terms and conditions; AND 3) Reviewing contract solicitations for compliance with federal acquisition regulations and policies.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc.
